외국인범죄의 대응방안 고찰

Strategies to Enhance Multi-cultural Policing

최근 들어 외국인이 급속히 증가하고 이에 따라 범죄도 함께 증가하면서 외국인에 대해 언론에서 부정적으로 비춰지는 경우가 자주 발생하고 있다. 외국인의 범죄행위가 연일 언론에서 주요기사로 다루어지고 있으며, 외국인을 혐오하는 분위기가 확산되고 있다. 2000년대 이후 한국 사회가 다문화사회에 대한 준비도 하지 않은 상태에서 외국인의 유입이 급증하였으며, 더 이상 극소수의 점유율이 아닌 외국인이 범죄를 하는 것에 대해 개인에 대한 비난을 하기보다는 외국인을 다른 집단으로 간주해서 그 집단에 대해 비난을 가하고 있는 것이다. 이 연구는 현재 우리나라에서 발생하고 있는 외국인 관련 범죄가 가지는 사회적인 의미를 파악하고, 이를 통해 경찰이 외국인은 물론 지역사회를 위해 어떠한 치안시책을 전개해 나가야 할 것인가에 대한 방향을 모색해 보는 것이 목적이다. 특히 지역사회 경찰활동이나 경찰거버넌스 구축 등을 통해 외국인 및 외국인 커뮤니티가 안정적으로 우리 사회에 통합되는 것에 필요하기 때문에, 그 과정 속에서 체류외국인에 대한 갈등원인을 발견하고 근본적인 문제를 해결하기 위한 제도적 개선방안을 도출하고자 한다.

The number of the foreign nationals dwelling in Korea as of January 2011 was 1,265,006, which accounts for 2.5% of the total registered population of Korea. This is a 11% increase from what it was in 2010 (1,139,283,) and such a tendency of increase is expected to persist in the future as well. In case of crimes by foreigners, the total proportion of the criminals against the total foreign population in country is 1.48%, which is lower by 2.30% than the proportions of the criminals in total population in country. In a multicultural society, it would be more necessary to identify the security problems originated from the multicultural societies and build the police governance, a network in which the foreigners, local communities, and the police actively interact with each other to cooperate in solving social problems, which is by far not possible by the police forces alone. As for the foreigners, who will be given with an opportunity to participate in police activities, they will have more ownership of the community as a member of it and find chances to publicly announce their issues and problems as foreigners who are trying to settle down in Korean society, which will help them stay out of the path of crimes. The police, also, will have the chance to listen to the foreigners for their problems and diagnose the problems which may occur. It would also be possible to effectively solve various problems in the local communities in cooperation with various foreigner's organizations, groups, and communities, and foreigners as individuals.
