산지이용의 실태분석과 발전방향에 관한 연구

A Study on the improvement of utilization and analysis on the actual state of Mountain Land Use

본 연구는 효율적인 국토이용 및 관리를 위한 계획체제의 개편을 추진함에 있어 산지의 이용개발 및 보전에 대한 새로운 산지이용관리체계를 마련하고, 합리적인 개발방향을 모색하여 산지이용 및 개발관리를 보다 활성화시키는데 목적이 있다. 연구범위는 공간적 범위로 국토면적의 64%를 차지하는 산지를 대상으로 하며, 시간적 범위는 산지관리기본계획과 순차적으로 수립되는 국토 및 지역계획으로 하고, 내용적 범위는 산지이용의 기초개념과 관련제도의 실태분석 및 문제점, 산지관리기본계획의 수립과 향후 산지이용의 기본방향과 합리적인 발전방향 등으로 한다. 연구결과는 첫째, 산지이용의 기본구상 측면에서 새롭고 빠르게 변하는 변화에 능동적으로 대처하고 산지이용의 공적기능 정당성올 모색하였다. 둘째 산지이용의 제도적ㆍ정책적ㆍ행정적 지원 등을 적극적으로 모색하였고 합리적인 방안을 제시하였다. 셋째, 산지이용 관련 법규정비 및 기준설정 등 재검토하여 바람직한 방향으로 규제를 완화하여야 할 것이다. 넷째, 산지이용 및 개발관련 전담기구 등을 설치하여 효율적으로 산지이용 및 개발이 될 수 있도록 추진하는 것이다.
