A Study on Improvement of the National Competency Standards for Cadastral Practice Field

박근혜 정부는 미래 국가 경쟁을 주도할 청년 인재를 양성하고 생애에 걸친 직업 능력 개발을 촉진하기 위하여 '학벌이 아닌 능력 중심 사회 구현'을 목표로 대학의 경쟁력 향상을 추진하고 있다. 이를 위해서 우선적으로 국가직무능력표준(National Competency Standards) 및 학습모듈을 구축하고, NCS 중심 교육훈련과정 개편을 실천과제로 설정하면서 산업현장의 직무수요를 중심으로 교육ㆍ훈련, 자격제도를 개편하는 NCS 개발을 본격적으로 추진하고 있다. 구체적으로 교육훈련의 이수, 자격, 경력 등의 상호 인정되는 통합적 국가역량체계(NQF) 모형의 구축 및 시범 운영을 시행할 예정이다. 따라서 본 연구는 NCS와 관련한 국내ㆍ외 추진 동향을 분석하고, 효율적인 지적분야의 NCS 운영체계를 수립함으로써 NCS 기반의 지적전문가로 양성할 수 있는 기반을 마련함으로써 새로운 정부 시책 변화에 능동적으로 대처하는 것을 연구목표로 한다.

Currently the government is promoted the development of career competency during human-being life according to train younger of ability leading to the future national competency in the world, which they are driving for improving the college competency with the society based on competency. Therefore the government has been constructed the National Competency Standards and education module but also is promoting the development of NCS to revision educationㆍtrainingㆍcertification institution based the working demands of practical area to orient the executing subjects for renewal National Competency Standards in earnest. It will be implemented Concretely the constructed and pilot operation for a model of the unified National Qualifications Framework that is the mutual recognition in the area of course, certificate, career. Thus this paper is to establish the operation system of effective cadastral area using by analyzed domestic and foreign trends relation to NCS. Also this is focusing to objective of research to handle problems in a crisis from the new government policy in order to prepare the framework to foster the younger cadastral experts based on NCS.
