Citizenship Training Plan for Social Adjustment of Multi-Cultural Families

한국 사회는 세계화(Globalization)와 경제발전을 위한 노동력과 국제결혼 등으로 인해 다수의 외국인이 한국으로 들어오게 되면서 단일민족의 단일문화사회에서 다민족 다문화사회로 변화되어가고 있다. 이로 인해 문화와 언어가 다른 사람들로 구성된 다문화가족이 생겨나게 되었고 이들은 서로 다른 민족과 문화의 차이, 언어의 문제를 이겨내며 함께 이사회에 동화하려 하고 있다. 이에 본 연구는 한국사회가 다문화가족의 문제점을 통해 시민교육의 필요성을 인식하고 한국 사회에서의 시민교육이 곧 세계시민으로 나아갈 수 있는 길임을 모색하고자 하는데 그 목적이 있다. 이를 위해 먼저 다문화가족의 개념과 문제점을 알아보고, 독일 시민교육과 한국사회의 시민교육 현실을 비교, 분석하여 교육을 통해 세계시민으로 나아갈 수 있도록 교육방법과 정부 대책을 학술지와 논문 등 선행연구와 언론보도 등 인터넷 자료, 관련기관 사례를 중심으로 검증하고 향후 다문화 자녀에 대한 교육 방침과 지원방향 설정을 위한 합리적 대안을 제시하고자 하였다. 결론적으로 첫째, 다문화가족을 위한 이중언어강사를 통한 집중 언어교육이 필요하다. 둘째, 다양한 전문 인력의 확보를 위해 시간선택교사의 폭을 넓히고 이들을 교육에 적극 활용한다. 셋째, 다문화가족에게 자아존중감(self-esteem)을 심어주는 교육과 사회에 참여할 기회를 준다. 넷째, 한국 사회 구성원에게는 다문화에 대한 열린 마음과 열린 생각으로 차별과 편견을 버리고 다름에 대한 이해와 존중의 태도가 필요하다고 본다. 한국 사회는 인종적, 문화적으로 다양한 다문화가족들이 한국 사회의 일원으로써 함께 사회발전에 기여하는 것이 바로 세계시민으로 한 걸음 나아가는 계기가 될 것으로 본다.

With the advent of globalization, our society is moving from a mono-cultural society of a homogeneous nation to a multi-cultural society with an influx of foreigners into the country in an effort to secure labor force for economic growth and with increasing international marriages. Therefore, multi-cultural families composed of members with different languages and cultures are easily seen/common these days, and they try to adapt themselves to this society in spite of cultural and linguistic problems. We should realize the necessity of citizenship training through the problems encountered by multi-cultural families. The goal of this study is to realize that citizenship training is the best way to the citizen of the world. I have investigated the concept and problems of multi-cultural families and I have done comparative analysis of German and our society's citizenship training realities. Also, I have referred to preceding research data like academic journals and theses and Internet data of media report to comprehend government plan and instruction method to lead our society to the citizens of the world. And I proposed some rational alternatives of educational policy and support direction for the children in multi-cultural families. As a result, Firstly, intensive language education by bilingual instructors for multi-cultural families is necessary. Secondly, we should employ a lot of flextime instructors to secure professional manpower and actively utilize them in education. Thirdly, we need education for self-esteem of multi-cultural family members and give them chances to make social participation. Fourthly, our society members should cast away prejudice and discrimination against multiple cultures with open minds and thoughts and should understand and respect differences. Contributions of multi-cultural families with various races and cultures to social development as a member of our society will be an opportunity toward citizens of the world.
