중국 국무원 기구 및 인사 개편 특징과 정책적 시사점

The Characteristics of Chinese Central Government's Reorganization and Reshuffle and their Implications for Domestic and Foreign Policies

중국공산당 중앙과 그에 정치적 기반을 둔 정치엘리트에 집중되는 경향이 강한 기존 연구는 정부와 그 관료들의 국가 정책결정력이 과거에 비해 상대적으로 강화되고 있다는 사실을 간과하고 있다. 이러한 기존 연구의 한계를 보완하기 위해 본 논문은 2013년 제12기 전국인민대표대회를 통해 중앙정부에 해당하는 중국 국무원 기구 및 지도부 인사 개편 결과의 특징과 그 후 최근까지 드러난 실태를 분석한다. 더 나아가 그러한 분석 결과를 토대로 중국의 미래 정치 방향성과 대내외 정세에 대한 새로운 국가 지도부의 의중을 파악하여 중국의 대내외 정책 기조 및 방향을 예측하고, 향후 중국의 대(對) 한반도 정책에 어떻게 반영될 것인지를 전망하며, 한ㆍ중 관계에 중요한 시사점을 제시한다.

The researches on the influence of Chinese political elites and China's domestic and foreign policies tend to focus on The Chinese Communist Party(hereafter 'CCP') and its cadres. To understand why policies take particular shapes, however, it is to understand not only the CCP and its cadres but also the central and local governments. It is because the role of those governments has been increased in the national policy-making processes. To overcome the limitation of those existing studies for the main actors in the policy-making processes, this article is an attempt to analyze the relationship between the bureaucrats of Chinese Central government and China's domestic and foreign policies. For this purpose this research has analyzed the characteristics of Chinese central government's reorganization and reshuffle which were decided during the first session of the 12th National People's Congress, March 5-17, 2013 and since then until now in what ways and to what extent the reorganization and reshuffle of Chinese Central government has influenced China's domestic and foreign policies. And furthermore, what implications those changes have for Chinese foreign policies towards the Korean peninsula.
