The Current Situation of Slovakia's ODA and Challenges

1993년에 독립한 슬로바키아는 2003년까지 ODA 부분 수원국이었다가 2008년부터는 완전한 ODA 공여국으로 변모했다. 슬로바키아는 2004년 EU 가입 이후 보다 체계적이고 효율적인 ODA 프로그램을 마련하는 등 국가의 이해와 ODA를 연계시키는 정책을 추진해 왔다. 그러나 이 과정에서 슬로바키아 ODA는 몇 가지 문제점을 드러냈다. 이런 배경을 통해 본문에서는 2003년 이후 2013년 현재까지 슬로바키아의 ODA 규모와 구조 그리고 그 형태를 살펴보고, 결론에서는 슬로바키아가 2003년 이후 ODA를 외교적 목표 달성의 중요한 수단으로 인식하고 있지만 사실상 ODA에는 많은 문제가 있다는 점을 지적하고 그 해결방안을 제시할 것이다.

After being independent state in 1993 until 2003 Slovakia had been partly recipient country of ODA and in 2008 was transformed into a full ODA donor. After becoming EU member in 2004, Slovakia has promoted a more systematic and effective ODA programs and linked ODA policy to national interests to achieve essential goals of foreign policy. However, in these progresses, ODA of Slovakia has revealed a few problems and challenges to be overcome. In this context, in the first half of this paper, I'll present the size, structure and assistance system of Slovakia's ODA from 2003 till 2013. And in the second part, ODA in Slovakia being recognized as one of the important tools of foreign policy, I'll point out a few problems that are inherent in Slovakia's ODA and present a best way how to solve those problems.
