유럽연합의 개발ㆍ협력 전략

The EU's Strategic Approach of Development-Cooperation in the Framework of Asian Policy

이 글은 유럽연합의 개발ㆍ협력이 대 아시아 정책에서 전략화되는 모습과 동인을 규명하는데 목적이 있다. 유럽연합은 한편으로는 아시아를 거대한 경제적 파트너로 보면서도 다른 한편으로는 다수의 빈곤층과 정치적 불안이 공존하는 이중적인 곳으로 보고 있다. 이런 가운데 유럽연합은 아시아를 경제 파트너로서, 그리고 유럽적 가치의 확산을 위한 대상으로 인식하고 이를 개발ㆍ협력 정책에 투영하였다. 그러나 향후 유럽연합의 개발ㆍ협력의 전략은 두 가지 차원에서 다소 변화될 것으로 예상된다. 첫째, 경제적 파트너, 인도주의적 지원이라는 가치지향을 넘어 안보, 지구적 차원의 공공 이익을 고려하는 다차원적인 개발ㆍ협력 정책을 모색할 것이다. 둘째, 원조국 중심이 아닌 수원국 중심의 개발ㆍ협력 정책으로 세분화 할 것이다. 이는 원조의 효율성을 높이고 인간 중심의 윤리적 태도와도 맞닿아 있기 때문이다. 이런 두 가지 맥락에서 유럽연합의 개발ㆍ협력은 보다 유연하고 포괄적인 전략을 추구할 것으로 보인다.

This paper explores the EU's Asian strategy of development-cooperation and then examines its strategic motivations. The EU has recognized the Asian bloc as a dual-faces entity that is not only an economic giant but also to be characterized in poverty and political tension. Meanwhile, the EU has built the strategic framework of development-cooperation including economic interests as well as European ideas. In near future, however, the EU's strategy will be actually changed in the context of multi-dimensions because those approaches are satisfied from view point of substantial effectiveness and humanitarian motivation: First, Brussels will consider a development-cooperation strategy based on public interests beyond economic partner or humanitarian engagement. Second, it will make a design for strategy that is a recipient-centric rather than a donor-centric. In the sense, the EU will seek for more comprehensive and flexible strategies.
