영국의 공적개발원조(ODA) 정책과 한국에 대한 그 시사점

British ODA Policies and Their Implications for South Korea

한국은 국제사회에서 공적개발원조의 수원국으로부터 공여국으로 전환하였다. 이와 관련하여 그 공적개발원조 정책의 보다 적극적인 추진을 위하여 제도적 향상이 필요하게 되었다. 이를 위해 본 논문은 공적개발원조 정책과 관련하여 모범적인 사례로 인정되고 있는 영국에 대하여 고찰하고 그로부터 시사점을 도출하고 있다. 이 논문은 영국의 사례에 대한 고찰로부터 크게 세 가지 시사점을 도출한다. 첫째, 영국 공적개발원조정책의 양적, 질적 향상 노력이다. 둘째, 공적개발원조정책의 수립과 실행을 전담하는 독립적 부서로서 국제개발부의 설치이다. 셋째, 공적개발원조 정책에 대한 영국 정치지도자들의 공고한 철학과 그에 기초한 국민들의 설득이다.

The Republic of Korea is a successful case which has transformed itself from an assistance recipient to assistance donor state. Nevertheless, it needs further improvement of its ODA policies. In this regard, the case of the U. K. ODA policies shed significant light on the case of Republic of Korea. This article argues that there are three lessons to be drawn from the U. K. case for South Korea. First, the U. K. has made great progresses in terms of the quantity and quality of its ODA policies including increased amount of assistance budget and grant-type, un-tied, and multilateral assistances. Second, the U. K. has established an independent cabinet-level government department in charge of its official development assistance policies, which is conducive to a strong implementation of ODA-related policies. Third, the UK political leaders, Labor Party leaders in particular, demonstrated their strong leadership based on their solid philosophy of official development assistance and the resultant successful persuasion of the U. K. people.
