혁신학교의 협력적 거버넌스 형성과정 연구

A Study on the Process for Constructing Collaborative Governance: The Case of the Innovation School in Seoul Metropolitan Office of Education

본 연구는 학교 공동체 안에서 행위자들이 집합적으로 행동하여 제도를 형성하는데 미치는 요소를 파악하여 협력적 거버넌스 형성과정에 영향을 미치는 행위자, 상호작용, 자원의 배분, 조직 등의 구조적 측면과 규칙 규범, 인식 등의 문화적 측면을 포괄적으로 분석하고자 하였다. 연구는 서울시 교육청 관내 20개 혁신학교를 대상으로 하였으며 기본적으로 사례연구방법을 취하였다. 분석을 통해 얻은 결과를 바탕으로 본 연구는 다음과 같은 결론을 도출하였다. 첫째, 혁신학교 네트워크의 행위자들의 유형과 참여유형이 변화되었다. 둘째, 혁신학교의 파트너들간의 특성과 관계가 변화하였다. 혁신학교의 협력적 거버넌스 구축과정을 통해 볼 때 파트너들의 이슈에 대한 관여수준이 높아졌으며, 파트너들의 관계가 갈등과 권한 차별에서 대체로 신뢰와 존경의 관계로 변화하였다. 셋째, 리더십의 유형이 구성원들의 상호작용의 관점으로 변화하였다. 넷째, 협력적 거버넌스의 구축에서 사회적 자본(신뢰, 규범)이 중요하다는 사실이 증명되었다.

This study was intended to comprehensively analyze structural perspective including actors, interaction, resource allocation, organization and so on, and cultural perspective comprising rules, norms, recognition and so forth which have influenced the formation of collaborative governance by grasping elements that form the institution through actors' collective behavior within school community. It targeted 20 Innovation Schools in Seoul Metropolitan Office of Education and basically took the case study method. This study drew the following conclusions from the results of analysis. First, actors and their participation patterns within the network of the Innovation School have been changed. Second, characteristics and relationship between partners in the schools have been changed. In particular, the relationship has been changed from conflict and discrimination to trust and respect. Third, the type of leadership has been changed to type of interaction between actors. Fourth, it was proven that such social capitals as trust and norms were very important in the process of constructing collaborative governance.
