지방자치단체 복지수요변화와 재정전망

Demographic Changes and Welfare Finance Projections of Local Governments

본 연구의 목적은 인구 변화를 예측하고 이에 따른 지방자치단체의 복지수요변화 및 사회복지재정을 전망하는 데 있다. 인구의 고령화는 많은 선진국에서 일반적으로 나타나는 현상이긴 하나, 우리나라 65세 이상 노인의 증가 속도는 세계 역사에서 그 유례를 찾아볼 수 없을 정도로 빠른 반면 , 출산율은 세계 최저 수준을 보이고 있다. 이와 같은 저출산 고령화로 인해 노인인구, 기초생활수급자, 등록장애인 등 사회복지 수요가 급격한 증가세를 보이고 있다. 복지수요의 급격한 증가로 인해 지방자치단체의 재정구조에 영향을 미칠 가능성이 높기 때문에, 지방재정의 수입과 지출구조의 개혁이 필요하다. 이에 따라 본 연구는 인구구조 변화에 따른 복지수요 변화를 분야별로 구분하여 전망하고, 이를 통해 복지지출 증가를 예측하면서 지방재정 구조의 변화 및 조정의 필요성을 제시하였다. 만약 지방자치단체의 복지 지출이 복지 수요에 비례하여 빠르게 증가한다면, 2018년 지방예산상복지 지출은 2009년에 24.1조에서 2018년 39.4조원으로 증가가 예상된다. 즉, 2018년에는 총 지출에서 복지 지출의 비중이 2009년보다 11 .2%p 증가한 28.7%가 예상된다는 것이다. 따라서 향후 복지 지출의 증가에 대비해 비복지 분야 지출 비율의 감소와 함께 지방자치단체의 세입예산규모 확대 및 구조조정의 필요성이 매우 크다고 할 수 있다.

The purpose of this study is to forecast demographic changes and to estimate welfare finance projections for local governments. Although the population aging is a common feature in almost all the industrialized countries, the growth rate of the elderly over age 65 in Korea has never seen in world history. On the other hand, the total fertility rate in Korea is recorded as one of the lowest in the world. Therefore, this will lead to a rapid increase in welfare needs such as old aged people, basic livelihood recipients and disabled persons. The rapid increase in welfare needs is likely to affect the fiscal structure of local governments so that it is necessary to reform the structure of local revenue and expenditure. If local welfare expenditure is increasing with the growth rate of welfare needs, the local welfare spending in 2018 is expected to increase to 39.4trillion Won in 2018 from 24.1trillion Won in 2009. This imply that the share of welfare spending out of total expenditure in 2018 will be 28.7%, which is 11.2% point increase from 2009. Therefore, in response to the increase of welfare spending over the next ten years it may be necessary to cut the ratio of non-welfare spending or to expand the size of local governments’ budget.
