유신체제기 박정희 정권의 애국적 국민 생산 프로젝트 : 화랑도와 화랑교육원을 중심으로

Project for Making Patriotic People during Yushin Period of Park Chung Hee Regime -Based on the Case of Hwarangdo and Hwarang Educational Institute-

본 논문은 유신체제기에 국가 이데올로기를 체내화한 애국적 국민을 생산하기 위해 박정희 정권이 어떻게 역사와 전통을 재탄생시키고 활용했는지, 화랑도와 화랑도를 교육시켰던 화랑교육원을 중심으로 살펴보고자 한다. 박정희 정권은 민주주의를 후퇴시킨 ‘유신’이라는 지배의 동의를 얻기 위해 총력안보, 자주, 총화단결을 강조하였고, 무엇보다 교육을 통해 개인보다 국가를 위해 희생할 수 있는 ‘애국적 국민’을 만드는데 주력하였다. 무엇보다 화랑도를 민족통일의 원동력과 총화단결의 상징적 존재로 높게 평가하며, 정치적, 교육적인 방법을 통해 국가와 민족을 위해 자신을 희생하도록 하였다. 박정희 정권은 1973년 5월 30일 경주에 화랑교육원을 설립해 국가에 대한 국민의 충성심을 동원하고, 국민들을 국가와 연결시켰다. 학생을 비롯한 교사, 사관생도, 공무원들은 화랑교육원에서 합숙하며 국민교육헌장의 이념을 구현하고 국가가 원하는 주체성을 가진 인간상을 만드는 화랑교육을 의무적으로 받았다. 화랑교육원에 입교한 학생들의 생활은 철저히 군대식이었고, 교육은 화랑도에 대한 이론 교육과 더불어 현장학습과 분임토의를 강조하는 내용들이었다. 그러나 유신체제가 공고화됨에 따라 박정희 정권에 대한 무조건적인 충성을 해야 하는 호국학도이자 국민총화의 기수로 만들기 위한 내용들로 채워졌다. 화랑교육원의 교육을 마친 학생들의 설문조사와 소감문에 나타난 교육효과는 높은 것으로 나타났다. 하지만 화랑교육원은 사후지도에 소홀하였고, 가정과 학교에서는 좋은 대학에 진학하는 것이 학생의 가장 큰 역할이었기에 화랑교육의 의미는 점차 퇴색되었다.

This study focuses on how Park Chung Hee regime created and reproduced history and tradition to produce national patriots who are internalized with state ideology, especially based on the observation of Hwarangdo and Hwarang Educational Institute. Park Chung Hee regime needed legitimacy and agreement of the national people for the dominance of Yushin system, which caused retreat of democracy, and focused on all-out security, independence, solidarity, and above all, producing patriotic citizens who can sacrifice their individual lives for the state. Hwarangdo was highly appreciated as symbolic means for the drive for the national unification and solidarity. The ideology also made individuals to sacrifice themselves for the state and the other people. On the May 30th, 1973, Park Chung Hee regime established Hwarang Educational Institute in Kyung-ju, thereby mobilizing loyalty toward the state and connecting the state with its national people. Teachers, students, and trainees in military academy, as well as government officials spent a certain period of time in Hwarang Eudcational Institutite as requirement to receive education on Hwarangdo, which was based on creating individuals with identity that a state wanted while focusing on realization on National Chart of Education. Once entered in the training center, students received strict military style education based on the contents emphasizing Hwarangdo, on-site education, and unit level discussion. However, the contents were mostly filled by means to instill patriotism into the people’s mind to make them as national people loyal to Park Chung Hee regime with complete obedience. The effect of training in Hwarang Educational Institute turned out to be very high considering the results of the students’ survey and evaluation writings. However, the significance of the Hwarang Educational Institute gradually diminished as institute was not active in post-training management while the foremost demand for students became entering previlegious universities.
