휴가제도의 문제점과 개선방안에 관한 연구

Study on the Problems and Improvement of Vacation Leave: Focusing on Employees' Satisfaction and Right to Labor

본 연구는 휴가의 도입배경 및 의의, 목적 그리고 필요성과 활용실태에 대해 알아보고 현재의 휴가제도의 문제점을 분석하고 그 원인을 밝히고저 한다. 이를 위해 인천도시공사의 직원 285명을 대상으로 설문조사를 실시하였으며 그 결과는 다음과 같다. 첫째, 휴가집중에 따른 교통정체 및 휴가후유증 심화와 단기 휴가로 휴가의 효용성이 저하되는 문제점이 제기되었다. 계절적 요인, 관습적 요인, 교육 학기제도가 그 원인으로 파악되었으며, 가장 큰 원인으로는 공공기관들이 직원들로 하여금 동시에 휴가를 사용하도록 유도하기 위해 공문을 발송하는 관행이 제시되었다. 본 연구는 휴가제도의 개선안으로 근로기준법에 저촉되지 않고 사회통념 상 문제가 없는 범위에서 리프레쉬 휴가(가칭)를 제안하였다. 이는 개인별 미사용 연차휴가를 적립하고 이월시켜 장기근속 시 일시에 사용하게 하는 제도이다. 이 제도는 예산절감과 휴가의 효용성을 높이는 효과가 기대된다. 이러한 제도를 통하여 휴가가 일상과 스트레스에서 벗어나서 인생을 되돌아보고 미래의 비전을 세우며, 휴식과 여가활동, 자기계발을 통해 창의성과 아이디어를 얻게 해 줄 것으로 기대된다. 또한 개인과 조직의 경쟁력을 높이는 동시에, 직장인 74.4%가 느낀다는 회사우울증을 예방하고 능동적이고 자발적으로 열심히 일하고 싶은 조직 문화를 형성하는 휴가제도로 정착하기 위한 새로운 방향이 될 것이다. 동시에 휴가 제도를 통해 기업의 사회적 책임과 지속가능경영을 실행하는 수단의 일환이 될 것이다.

The purpose of this study is to analyze meanings, needs and the usage and demand of the vacation leave and to figure out the problems of vacation leave and their causes. The results of the survey of 285 people of Incheon Development & Tourism Corporation show that: first, we found the problems of traffic congestions due to the concentrated vacation leave and failure to feel maximum utility because short leaves. We then identified that the problem caused seasonal factor, conventional factor and educational factor. The biggest problem is that supervising authorities urge the employees to use vacation leave around the same time of the year. This study proposes the refresh vacation leave that can improve the existing vacation leave as long as it does not violate the Labor Standard Act and common sense. It allows employees to carry forward unused leave until they use it all at once. It is expected to save budgets and enhance employee satisfaction It is also likely to give opportunities to refresh themselves and to make them competitive. The refresh vacation leave will be used as a strategic tool for CSR and sustainability management implementation.
