대북 무역제재가 북한경제에 미치는 효과 분석

The Economic Effect of The Trade Sanctions on the North Korean Economy

북한 대외무역의 수출입품목을 보면 북한은 광물자원, 농림수산품 등 1차산품과 임가공 목적의 의류, 전기전자제품을 수출하고 만성적 공급부족을 겪고 있는 식량, 생필품, 그리고 산업생산력 복원 및 생산시설 가동을 위해서 필요한 원유, 핵심 기계부품 등 전략물자를 수입하고 있어 북한의 대외무역은 전형적인 후진국형 무역구조를 나타내고 있으며 이러한 무역구조가 북중무역을 통해 더욱 고착화되는 추세이다. 최근 북한의 제4차 핵실험 가능성을 두고 국제사회에서 북핵에 대한 중국의 역할이 많이 요구되고 있다. 북한의 대중무역의존도가 심화되고 있는 상황에서 북중무역을 매개체로 중국이 북한의 핵개발프로그램의 중단 및 폐기에 대한 국제사회의 노력에 적극적으로 동참할 경우 그 영향력은 상당할 것으로 예상된다. 따라서 본 연구에서는 대북 무역제재를 통해 북한의 대외무역, 특이 북한수입에 제한될 경우 북한경제에 어떠한 영향을 주는지를 실증적으로 분석함으로써 중국이 대북 무역제제에 본격적으로 참여할 경우 실제 북한경제에 어느 정도 영향을 주는지를 파악하는데 연구목적을 두고 있다. 대북 무역제제로 인해 북한수입이 감소될 경우, 그 영향력을 여러 기간에 걸쳐서 북한경제에 영향을 준다는 점에서 본 연구에서는 시계열분석모형인 전이함수모형을 이용하여 북한수입의 변동이 북한 경제성장률에 미치는 동태적 영향을 추정하였다. 연구결과에 따르면 만약 북한이 추가 핵실험을 감행하고 이에 대해 중국을 포함한 국제사회의 강력한 대북 무역제제 실행으로 북한수입이 30% 감소될 경우 시행된 연도를 기준으로 북한의 실질국내총생산성장률은 당해 연도에는 2.364%, 1년 뒤에는 2.733%, 2년 뒤에는 2.790%, 3년 뒤에는 2.799%가 감소되는 것으로 나타났다. 본 연구결과는 북한의 대외무역제제가 북한경제에 상당한 영향을 미치는 것을 보여주고 있으며, 현재 북중무역이 북한 대외무역에서 차지하는 비중을 고려할 때 중국의 대북 무역제제에 대한 실질적 참여는 북한에게 큰 압력으로 작용할 것으로 예상된다.

The structure of North Korea's external trade reveals the characteristics of the trade pattern in underdeveloped countries：exporting mineral resources and goods produced on a commission basis, and importing industrial products, intermediate goods, machineries, equipment and raw material for economic recovery. As the trade between North Korea and China has expanded rapidly since the mid-2000s, such a backward structure of external trade in North Korea has deepened. Recently, with regard to North Korea's additional nuclear test, the international community has asked and emphasized China's role to dissuade North Korea from doing such a test. Considering that North Korea heavily relies on China for its external trade, China's active participation on the trade sanctions against North Korea may affect the North Korean economy significantly. Then, this paper purposes to analyze the economic effect of the trade sanctions against North Korea empirically. Because North Korea's import largely consists of strategic products and materials needed for it's economic recovery, this study focuses on the economic effect caused by the trade sanctions on North Korea's import. Using the transfer function model, the dynamic effect on the North Korean economy has been investigated. The result shows that if the international community including China takes the trade sanctions reducing North Korea's import by 30%, North Korea's economic growth rate may decrease by 2.364% during t period when the trade sanctions are imposed, by 2.733% from t period to (t+1) period, by 2.790% from t period to (t+2) period, and by 2.799% from t period to (t+3) period, respectively. This result shows that the trade sanctions against North Korea has a significant effect on the North Korea's economy, and China's active participation on sanctions will put pressure on North Korea to give up its nuclear ambitions.
