국가 지원 노인 사회참여 제도 연구

A Study on the Senior Social Participation Project Supported by the Government : Focused on senior volunteer work and senior employment

노인에 대한 대표적 복지정책으로 국가가 지원하는 노인 사회참여 지원 제도는 노인일자리 사업과 노인자원봉사활동이다. 이는 한국의 고령사회 대비 사회적 지원을 통한 노인복지적 개입의 핵심 전략이다. 노인 사회참여 사업으로서 노인일자리 사업은 노인들의 사회참여와 소득창출을 위한 사회적 일자리 성격으로 시행되고 있으며, 최근 확대되고 있는 노인자원봉사활동은 노인인력개발 및 사회공헌을 통한 사회복지자원 확충 방안으로 활성화 되고 있다. 본 연구에서는 정부가 지원하는 노인 사회참여 관련 법령 및 보고서, 시행 사례를 통하여 노인사회참여 사업 체계를 분석하였다. 따라서 고령사회 대비 현 노인 사회참여 관련 제도의 성격과 전달체계를 고찰하고 궁극적으로 노인복지실현을 위한 한국형 노인일자리 사업과 연계된 노인자원봉사활동 모형과 시행 체계 구축을 목적으로 법제 정비와 중앙과 지방정부의 역할에 관하여 제언하였다.

One of the most representative senior social participation support systems implemented as senior welfare policy is senior volunteer work accompanied by the senior employment project. The senior social participation support project is the core strategy of senior welfare intervention based on social support to cope with aging society. As the senior social participation project, the senior employment project is being conducted in the form of creating social jobs so that seniors can participate in society and have income. Senior volunteer work increasing lately is being vitalized as a measure to expand social welfare resources through the improvement of senior manpower and social contribution. In particular, as a measure of social participation support for retired seniors, senior volunteer work is being re-highlighted. And national support strategies are significant for the sake of social cost reduction and social welfare capital to cope with aging society and improve social recognition on senior manpower. Therefore, this study has examined the characteristics of the systems related with senior social participation and designed the model. And it suggests the maintenance of legislation and government’s roles to reinforce the Korean-style senior social participation project to cope with aging society.
