지역평생학습정책 집행에 영향을 주는 요인 분석

An Analysis on the Implementation Process of the Regional Lifelong Learning Policy

본 연구에서는 '통합적 정책집행론(integrated implementation theory)'을 활용하여 지역평생학습정책(학습도시사업, 소외계층 평생교육사업, 문해교육사업)의 집행에 영향을 미치는 요인(정책환경, 정책결정, 정책집행, 정책집단)을 분석하였다. 이를 위하여 지역평생학습정책의 수립과 집행에 직간접적으로 관계된 정책관계자들과 지자체 및 평생교육기관 관계자들을 대상으로 반구조화된 면담을 실시하였다. 분석 결과, 지역평생학습의 정책의제화 과정에서는 사회양극화 해소와 지방자치의 활성화에 대한 정부 의지 외에 이해관계집단(평생교육단체 등)의 노력이 지역평생학습에 관한 정책이 시작되는데 기여한 것으로 나타났다. 그리고 정책결정과정에서는 각종 지역평생학습사업을 연계하는 중앙정부 차원의 통합적인 정책설계 부재와 사업별로 한정된 소규모 예산이 정책목표 달성의 제약으로 작용하고 있었지만, 집행과정에 참여하는 자자체장의 관심, 평생교육사의 노력, 평생교육기관들의 협조가 지역평생학습정책의 집행 성과에 긍정적인 영향을 미치는 것으로 나타났다. 이러한 결과는 향후 지역평생학습을 확장해나감에 있어서 중앙정부 차원의 통합적 정책 설계를 위한 지속적인 노력과 더불어 지자체의 재량권 확대를 통해서 지역단위 평생학습사업들의 시너지를 극대화할 수 있는 여건 창출이 필요함을 시사한다.

This study attempts to explore the implementation process of the Regional Lifelong Learning Policy (RLLP). It conducts a qualitative study of five local government bodies (LGB) which have been considered to show best practices in implementing the RLLP. To analyze the implementation factors of the RLLP by these local government bodies, the study use 'policy implementation theories.' The results of the study indicate some factors that have affected the implementation of the RLLP. First, the policy direction of the government as well as lifelong learning associations are the key policy environment factors that have served as a momentum of the launching of the RLLP. Second, while there was lack of an integrated policy framework for the RLLP, both the support for the RLLP by the chiefs of the LGB and the efforts of lifelong learning professionals in each LGB are important factors that have enhanced the implementation process of the RLLP. Third, despite lack of sufficient human resources and budget for the RLLP, the goals of the RLLP were being realized due to both matching funds of the LGBs and strong support by lifelong learning associations in each LGB. However, the limited networking among various lifelong learning associations has reduced the synergy of the RLLP in each LGB. These results altogether suggest that scholars pay attention to the development of 'policy theories on lifelong learning' which are different from public education and general administration.
