박물관교육의 평생교육적 함의

Lifelong Educational implications of Museum Education

본 연구에서는 국가의 평생교육 진흥책임과 박물관의 평생교육에 대한 사회적 책임을 학습권 및 문화권의 관점에서 탐구하였다. 평생교육의 개념적ㆍ원론적 논의를 따르면서, 학습자의 관점에서 국가의 평생교육 책임을 논하고자 하였다. 박물관의 사회적 책임 ISO 26000의 주요원칙과 국제박물관협의회(ICOM) 박물관의 윤리강령을 평생교육적 측면에서 분석하였다. 이에 따라 본 연구는 박물관이 원론적으로는 평생교육의 영역으로 인식되지만, 법적ㆍ제도적으로는 평생교육기관에서 배제(exclusion)되는 문제에 초점을 두었다. 평생교육의 여러 영역에 연관된 박물관교육의 개념적 특성은 「박물관 및 미술관진흥법」과 「문화기본법」, 「문화예술교육지원법」과「평생교육법」에 명시되어 있다. 박물관은 사회적 책임과 박물관 윤리강령을 이행해야 하는 엄연한 평생교육기관이지만, 법적으로 별도의 등록절차를 밟지 않으면 인정받지 못하는 문제가 있다. 이로 인해, 박물관에서의 학습자들은 평생학습법령에서 배제되고 있음을 밝혔다. 연구는 박물관의 사회적 책임과 박물관 윤리강령에서 박물관교육의 지향은 사회적 의제 등을 통한 공헌에 초점을 맞추어야 하고 특히 배제된 학습자에 대한 사회적 책임을 수행해야 함을 주장하였다.

This study explored national responsibility of promoting lifelong education and social responsibility about lifelong education of museum in terms of learning right and cultural right. Following conceptual and theoretical discussion of lifelong education, this study discussed responsibility of nation in view of a learner. Also, this study analyzed key principles of ISO 26000 regarding social responsibility of museum and code of ethics of the International Council of Museums (ICOM) in terms of lifelong education. This study focused on a problem that a museum is excluded legally and systematically from lifelong education even though a museum is basically recognized as an area of lifelong education institution. A conceptual characteristic of museum education associated with several areas of lifelong education is specified in "Museums and art museums promotion law", "Basic Act for culture", ""Support for Arts and Culture Education Act"" and "Lifelong Education Act". A museum has a problem in that it is not recognized without registration procedure even though a museum is a real lifelong education institution to perform a social responsibility and moral code. As a result, learners in a museum education are excluded from Lifelong Education Act. This study focused on social responsibility of museum, aim of museum education in light of moral code regarding contribution through a social agenda and, in particular, social responsibility about excluded learners.
