Critical Review on the Persistence of Nonstandard Work Arrangements

This paper reviews the magnitude, distributions, wages, and the coverage of several social benefits of workers in nonstandard work arrangements in Korea. These reviews clearly show that the relative disadvantages of nonstandard workers as well as the persistence of discrimination during the period of 2002 through 2013. In addition to the dual labor market structure, profit-driven staffing strategies based on myopic decisions from demand-sides have been diversified and severely penetrated into all sectors which aggravated the accumulating discrimination nonstandard workers suffered. Well-designed effective protection systems beyond basic laws are urgently needed, and firms' skewed strategies should be reflectively reconsidered to alleviate the multiple penalties for disadvantaged workers.
