User Created Content(UCC) is a term that has come to mainstream in web publishing and new media content production circle. It refers to on-line content that is produced by users of websites as opposed to traditional media producers such as broadcasters and production company. However, with increase of UCC, the copyright infringement has also increased because a lot of UCC are made by unauthorized use of other's copyright work. There have been two ways to promote creation and use of UCC. One is to require that Online Service Provider(OSP) should be liable for the infringement of UCC copyright. Recently, in Soribada 5 case the court held that OSP has to filter their content positively, and after that case, some OSPs were indicted for not fulfilling its obligation. These cases are expected to define the extent of OSP's responsibility. The other is to encourage the use of UCC by limiting UCC copyright. Creative Commons License(CCL) is a kind of licensing contract form but there is still some doubt whether it will work efficiently. On the other hand, Extended Collective License(ECL) requires amendment of Copyright Act. Therefore more research should be done about case of ECL before adopting it.
