Looking back into the history of the intellectual property it has been already established that intellectual property plays an important role in the economic development of a country. Japanese Government has been groping for any means to solve economic difficulties by pro-patent policy. Based on the administrative policy speech in 2002 of the ex-Japanese Prime Minister Koizumi Japanese Government has decided toward making Japan a 'nation built on intellectual property'. Becoming a "nation built on intellectual property" is said to mean establishing in Japan an appreciation of the importance of invention and creation. To this end Japan set out "Headquarters for Intellectual Property Strategy" in 2003, which has so far annually published "Intellectual Property Strategic Program". According to this program, intellectual property can be developed through intellectual creation cycle consisted of creation, protection and exploitation of intellectual property. Besides, Japan hopes to make Japan world-class content superpower as well as to develop human resources. Thanks to this program Japan has obtained lots of viable outcomes in the area of intellectual property. Upon these results Japanese Government has begun with the second period from 2006 to 2008.
