A Study on the Development of the National Society of Cadastre

본 연구의 목적은 국제지적학회의 운영 실태를 조사ㆍ분석하고, 이를 토대로 문제점을 도출하며, 도출된 문제에 대한 발전방향을 제시하는 것이다. 이를 위해 시간적 범위는 국제지적심포지움이 시작된 1998년부터 현재까지로 하고, 공간적 범위는 한국ㆍ일본ㆍ대만으로 하며, 내용적 범위는 국제지적학회의 운영 실태를 토대로 문제점을 도출하고, 발전방향을 제시하는 것이다. 조사방법은 문헌조사법과 인터넷조사법을 병행하며, 분석방법은 기술적 분석방법과 비교분석방법을 사용한다. 분석 결과 국제지적학회 운영상의 문제점으로는 첫째, 물리적 측면에서 학회 본부 사무실 미확보 둘째, 인적 측면에서 회원국 부족 셋째, 내용적 측면에서 학회를 정상적으로 운영할 회칙이 미흡한 것으로 나타났다. 발전방향으로는 첫째, 학회 회칙의 전면 개정 둘째, 경제력 있는 회원국의 다수 확보 셋째, 학회 운영의 거점인 본부 사무실 확보 넷째, 지적학과 지적제도 발전을 위한 학술활동과 지원사업의 강화로 나타났다.

The purpose of this study is to investigate and analyze the current operating condition of the International Society of cadastre while trying to find any issues and presenting a more progressive way of the issue drawn based on the findings. To this end, a temporal scope was focused to the present from 1998 when the International Society of Cadastre was established and the spacial range was limited to Korea, Japan and Taiwan. The substantial scope is to get issues based on the current operating condition of the International Society of Cadastre while presenting a more progressive way. Both literature search methodology and case study were adopted at the same time for the study method. For analysis method, a descriptive analysis method and a comparative analysis method are used. The findings support that as an issue in operating the International Society of Cadastre, first, headquarter office of the academy was not secured in terms of the physical aspect; second, member countries are insufficient in terms of the manpower aspect; third, regulations to operate the academy in normal condition are poor in terms of the substantial aspect. For more progressive plan, it shows that following countermeasures are required: 1) To reform the entire regulations of the academy; 2) To get more member countries with their economic power; 3) To have a headquarter office, a base to operate the academy; and 4) To reinforce academic activities and project support for development of the cadastrology and the cadastral system.
