지역경제의 위기와 창조적 균형발전 전략의 모색

The Crisis of Local Economy and a Search for Creative Balanced Development Strategy

생산요소와 인적자본이 새로운 기회를 찾아 국내외의 장벽들을 손쉽게 넘나드는 글로벌 경제 시스템의 등장과 더불어 '국민국가'는 물론 '지역경제'의 성격과 생존 전략 또한 전면적인 재검토와 재조정의 필요성에 직면하고 있다. 창조경제 사회의 등장과 더불어 새로운 경제사회 시스템에 통합되지 못하고 일자리의 기회를 상실하는 지역들은 이중, 삼중의 복합 소외의 위기에 직면하고 있으며, 한국사회에서도 지난 10여 년 정부의 갖은 노력에도 불구하고, 이러한 현상은 좀처럼 해소될 조짐을 보이지 않고 있다. 이러한 상황에서 창조경제 시대의 새로운 사회경제적 위협과 도전에 슬기롭게 대처하면서 지역 간 균형발전과 동반성장을 위한 슬기로운 선택과 국가적 노력이 지금보다 절실한 적은 없었다. 본 연구에서는 창조경제 시대의 지역경제 발전 전략으로 (1) 지역 중심의 인적자원 체제 구축; (2) 지역특화 혁신 클러스터; (3) 협동경제와 협력적 발전 방안을 제안하였다. 창조경제의 시대에 지역이 직면한 경제여건과 일자리 환경이 결코 쉽지 않지만, 창조적이고 창의적인 경제 활성화와 일자리 전략을 마련하고, 이를 일관성있게 추진하는 것이 중요하다.

With the rise of the open and global economic system, major economic actors like nation states, and local economies are facing fundamentally different paradigm shifts. Those economies failing to have a successful survival strategies are also suffering complex and social-economic alienation and wide spread crisis. Korean society is also undergoing serious social and economic crisis failing to invent creative survival strategies. Under this situation, local economies need to find a creative and alternative strategies in order to confront new challenges. This paper is suggesting three major directions as an alternative local development paradigm: (1) building strong local human resources regimes; (2) regionally specialized innovation cluster; (3) developing cooperative economies. The tasks Gangwon region is facing is also very difficult to accomplish. However, a long-term and consistent trial to implement a creative regional development based on local consensus is extremely important.
