사회적 배제 담론과 한국의 사회적 경제 조직

Discourses of the Social Exclusion and Social Economic Organizations in South Korea

본 논문은 2000년 이후 시도되어 온 한국에서의 다양한 사회적 경제 조직의 접근을 르비타스의 세 가지 사회적 배제 담론에 비추어 정리해 보고, 특히 호혜를 추구하는 모델이 재분배 담론과 어떻게 서로 관련될 수 있는가를 전망한다. 여기서는 MUD, SID에 비추어 자활기업, 고용노동부 인증 사회적 기업 등의 현황과 한계를 살피고, RED의 관점에서 재분배와 호혜의 결합 모델인 친환경 무상급식과 관련된 울산 북구의 사회적 경제 조직화를 대안적 사례로 제시한다. 최근에 제도화된 마을기업과 협동조합 등은 기존 사회적 경제 조직의 한계를 뛰어넘어 비시장, 비화폐의 호혜적 마을 만들기에 공헌하고 있다. 또한 앞으로 사회적 경제의 활성화는 보편적 복지뿐만 아니라, 창조적 도시재생, 기후변화 대응 등의 실생활 쟁점을 지속적으로 사업화시키는 방향에서 모색될 필요가 있다.

This paper classifies various approaches to social economic organizations in Korea with regard to three discourses of the social exclusion suggested by Levitas, and prospects the relationship of REdistribution Discourse with the model of social economy on the basis of 'reciprocity'. It deals with the situation and limits of self-supported enterprises and social enterprises certified by Ministry of Labor, and presents the trial of social economic organizing by Buk-gu, Ulsan city in relation to eco-friendly free meals for the combination of redistribution and reciprocity as an alternative model. Social economic organizations such as community enterprises & co-operatives have contributed to make reciprocal communities for non-market and non-money overcoming the limitation of existent social enterprises. It argues that the activation of social economic organizations needs the introduction of new business connected to not only universal welfare issues but the creative urban regeneration and the confrontation with climate changes.
