한국 학력ㆍ학벌사회 개혁론에 대한 분석적 고찰

An Analytical Consideration on Arguments of Reforming Korean Hakryuk-hakbul Society

이 연구는 한국 학력ㆍ학벌(學歷ㆍ學閥)사회에 대한 개혁론들을 검토하고 그 특징적 경향과 쟁점을 명료하게 하는 것이다. 1990년대 중반 이후 한국 학력ㆍ학벌사회의 개혁을 표명한 연구 저술들이 그 분석 대상이다. 이 연구의 주요 논의 내용 및 결과는 다음과 같다. 첫째, 한국사회의 학력ㆍ학벌 문제를 사회의 총체적 연관성을 갖는 사회현상으로 규정하였다. 둘째, 주요 개혁론들을 개혁의 지향점, 주요 문제, 핵심원인, 개혁전략, 개혁주체 등에 주목하여 분석적으로 고찰하였다. 셋째, 기존 개혁론들은 국가관리-민간자율의 정도가 다양한 가운데 교육체제의 변화에 역점을 두는 논의의 유형이 우세했다. 넷째, 개혁론의 주요 쟁점으로 학력ㆍ학벌주의를 공략하는 문제, 내인론과 외인론의 문제, 국가의 관여 문제, 지향점 가치로서 능력주의 이념의 적합성 문제 등을 논의했다. 다섯째, 개혁론들에 대한 분석은 한국사회의 학력ㆍ학벌 문제에 대한 통합적 접근, 각 부문의 특화된 전략적 개혁론, 정부의 사회정치적 결단과 시민사회의 적극적인 관여 등이 필요함을 시사했다.

This study aimed to consider arguments of reforming Korean hakryuk-hakbul society (educational credentialㆍacademic network) and to clearly highlight their characteristic trends and key issues. Object data were books, researches, and discussion papers which suggested reformation proposals since the mid-1990s. The main contents and results of this study are as follows: Firstly, this study prescribed hakryuk-hakbul problems in Korean society as phenomena related to society as a whole. Secondly, this study analytically considered the reformation arguments focusing on their goals, main problems, core causes, reformation strategies, and reformation agents. Thirdly, the type of reformation arguments that lay emphasis on change of educational system were superior in numbers, although leading agencies ('state-citizen') were different in their degrees and methods. Fourthly, key issues were the abolition of the university hierarchical system, sites of core causes, involvement of government, and relevance of meritocracy as ideology of reformation. Finally, analysis on the reformation arguments suggested that integrative approaches on the hakryuk-hakbul problems, strategic reformation proposals specialized in sections of society, socio-political decision of government, and active participation of civil society would be necessary for new reformation proposal of hakryuk-hakbul society.
