시ㆍ도교육청의 주민참여예산제도 분석 및 정착을 위한 제도적 요인 충족 탐색

A Study on the Analysis and Successful Institution Factors of Citizen-participatory Budgeting System in Local Education Offices

본 연구는 시ㆍ도교육청 주민참여예산제도의 성공적인 정착을 위하여 전국 17개 시ㆍ도교육청의 주민참여예산제의 실시현황, 조례 및 홈페이지를 통하여 제도 시행 현황을 분석하고 향후 과제를 제시하고자 한다. 이를 위해 선행연구를 통하여 시ㆍ도교육청의 적극성, 법적ㆍ제도적 당위성, 정보의 제공, 주민참여 활성화의 네 가지 제도 성공 요인을 도출하여 현재 시ㆍ도교육청이 어느 정도 충족하고 있는 지를 분석하고 시사점을 제시한다. 분석 결과 시ㆍ도교육청의 적극성 부족, 법적ㆍ제도적 당위성 미흡, 정보 접근의 어려움, 낮은 주민참여도가 존재하는 것으로 나타나 시ㆍ도교육청에서는 주민참여예산제도의 정착을 위한 적극적 노력이 필요하며, 조례의 제ㆍ개정을 통하여 법적ㆍ제도적으로 뒷받침할 필요가 있는 것으로 나타났다. 또한 주민참여예산제도에 대한 주민 접근성을 제고하고 다양한 양질의 정보를 제공하며, 주민참여를 증대하기 위한 지속적인 노력으로 제도가 성공적으로 정착될 수 있도록 뒷받침할 필요가 있는 것으로 나타났다.

The purpose of this article was to analyze the current state, ordinance and homepage on citizen-participatory budgeting system in seventeen local education offfices and to investigate improvement ways. To purpose research goal, four successful institution factors were drawn such as an activeness of local education office, appropriateness of legal and institutional, information offering and invigoration of residents participation by literature reviews. According to the results of analysis, to invigorate citizen-participatory budgeting system, local education offices should reinforce the efforts of activeness and support to complement on appropriateness of legal and institutional. Furthermore, local education offices should make persistent efforts to provide diverse and high-quality information and to increase residents participation.
