Improvement of Granting Special Subsidies compared in terms of National Subsidy

특별교부금 제도 도입 이후 다양한 성과가 나타나고 있으나, 특별교부금 규모 축소, 배분 및 집행 등 운용과정을 둘러싼 문제점이 지속적으로 제기되면서 제도 개선 요구가 높아지고 있다. 이를 위해 본 연구에서는 지방재정조정제도로서 유사한 성격을 지니고 있는 국고보조금제도와의 비교를 통해 관리운영과정 측면에서 특별교부금제도의 개선방안을 마련하기 위한 시사점을 도출하고자 하였다. 특별교부금제도의 관리 운영과정은 운영실태, 사전심사, 교부과정, 운용평가제도 등을 중심으로 국고보조금제도 운용과정과의 비교 분석을 실시하였고, 성과 및 문제점 분석을 실시하여 향후 개선방안을 제시하였다. 이러한 분석결과를 근거로, 특별교부금의 사전관리 강화, 특별교부금 교부 방식 개선, 특별교부금 평가제도의 체계적 구축 등의 특별교부금 관리 운영과정 상의 개선방안을 제언하였다.
