학교폭력의 예방과 재범방지를 위한 대책

집단화ㆍ조직화되어 있는 학교폭력은 성인범죄에 버금갈 정도로 날로 흉포하고 잔혹해지는 심각한 현상을 보인다. 최근 학교폭력 피해학생의 경우, 단순히 고통에 그치는 것이 아니라 자살에 이르기까지 매우 심각한 사회문제로 대두되고 있으며, 강력한 제재에도 좀처럼 감소하지 않고 있다. 강력한 제재는 오히려 가해학생으로 하여금 반발심을 갖게 하고 추후 집단폭력이라든지, 보복폭력으로 재범의 가능성만을 높여준다. 따라서 강력한 제재보다는 학교, 가정, 지역사회와 검ㆍ경찰이 협력하여 학교폭력을 미연에 예방하고 발생한 학교폭력에 대하여 청소년의 특성을 고려해 각종 선도 프로그램을 통하여 재범을 방지해 나아가야 할 것이다. 기존의 선도 프로그램에서 더 전문화 된 표준 선도 프로그램을 통해 학교폭력 가해자 스스로가 폭력행위의 근본적인 원인을 찾아내고 문제를 합리적으로 극복해 나아가는 방안을 모색하고 피해자의 상황과 감정을 간접 체험을 통해 공감 등은 결국 재범의 위험성을 감소시켜주어 학교폭력의 증가를 차단시켜줄 것으로 기대해 본다.

And about the occurred school violence, prevent second conviction by considering the characteristics of the youth and using various leading programs. Through the more specialized standard leading program rather than the existing leading program, find the fundamental reason of an act of violence by attacker himself, seek the way to overcome the problems reasonably, and through the indirect experience activity about the situation and feeling of victim may reduce the danger of second conviction and is expected to block the increase in school violence.
