북극해항로의 글로벌 공급사슬로서의 활용방안

Efficient Use of the Northern Sea Route as the Global Supply Chain

기후변화로 북극해상의 빙하가 녹으면서 동아시아와 북유럽을 잇는 최단거리의 북극해항로 활용을 통한 공급사슬이 가시화되고 있다. 실제로 액체화물운송을 중심으로 하는 북극해항로운항이 점증하고 있다. 본 논문은 북극해항로의 배경과 현황을 설명하면서 북극해항로를 활용하는 공급사슬에 대한 몇 가지 주제를 다루었다. 먼저 해운시장관점에서 고려되어야 할 주제별로 그 가능성을 설명하였다. 다음으로 북극해항로가 가지는 리스크에 대하여 설명하면서 리스크를 극복하기 위한 방안을 제시하였으며, 북극해항로를 활용하는 정기선서비스시장에서의 허브항 문제를 다루었다. 마지막으로 북극해항로의 활성화를 위해 필요한 전제조건에 대해 설명하였다. 북극해항로를 활용하는 정기선운송은 기후 및 쇄빙선 서비스의 불확실성으로 인해 정기성 확보가 어려울 수 있다. 그러나 북극해항로구간이 전체 항로의 중간구간이라는 점을 활용하여 북극해항로를 벗어난 지점에서부터 목적항까지의 운항구간에서의 속도 변화를 통해 정기선 확보가 가능하다. 또한 북극해항로에 대한 정기선 서비스에서 동아시아 항들의 허브항으로는 부산항도 충분히 경쟁력을 가진다. 장기적 관점에서 북극해항로를 활용하는 데 있어서는 러시아와의 협력 관계가 중요하며 이는 러시아에서 발생할 수 있는 문제에 대한 중요한 리스크 회피방안이 된다.

Purpose : Supply chain using the Northern Sea Route(NSR) as the shortest passage connecting the East Asia and North Europe becomes possible, as the Arctic ice is melting due to climate change. In fact, The number of maritime transportation via the Northern Sea Route with a focus on transport of liquid cargo increases gradually. In this paper, by introducing the background and current status of the Northern Sea Route, we are trying to mention about the some issues about supply chain by using NSR. Research design, data, methodology : First, we explain its possibility by key issues that should be considered from the viewpoint of the shipping market. Second, we present the risk regarding navigation on the Northern Sea Route, and a strategy for overcoming the risk. Third, we discuss the problem of hub port in the market of liner services that take advantage of the Northern Sea Route. Finally, we explain the precondition which is necessary for the activation of the Northern Sea Route. Results : It is difficult for liner service using NSR to keep schedule because of the uncertainties such as unpredictable weather and incertain ice breaking service. But considering that the NSR is a middle section of the full voyage connecting East Asia and Europe, it is possible to keep the schedule of liner service by changing speed on voyage to the destination port. And Busan may be a potential hub port for liner service using NSR. Conclusions : Cooperation with Russia is needed in order to use NSR efficiently for the long run. It also becomes an important mitigation method for Russian risk.
