An Evaluation and Task on the Long-term Youth Political Plans in Korea

The purposes of this paper are to review on long-term youth political plans, and to evaluate the results of the plans in Korea. Long-term youth political plans in the paper mean 'Korean National Action Plan for Youth'(1992-2001), 'The 1st Youth Political Action Plan'(1993-1997), 'The 2nd Youth Political Action Plan' (1998-2002) and 'The 3rd Youth Political Action Plan'(the 3rd plan; 2003-2007). Especially this paper focus on the tasks and results center around the 3rd Plan. The main policy issues in the youth plans are as follows: First, most of long-term youth political plans had an effect on limited social area in the absence of strategy to persuade people. Youth workers and theorists in the youth field have to display all their capacities to persuade social members and to make its strategy. Second, the political subjects and system in the 3rd plan are not concrete and organized on the whole. It is necessary that policy makers should make policy a concrete and organic from now on. Third, the result of an analysis on the long-term national plans shows conflict and dispersion in the youth field. There still leaves much to be desired to concentrate of power in that field. All of them joined forces in an all-out effort to surmount the crisis. Forth, it is not enough that the will of main group and system of youth policy. Governmental administrators, Youth leaders, and young people are main body in youth field. Their strong will and high capacity change the social conditions, the driving system of youth policy making probably obtain excellent results. Fifth, existing plans fail to develop the new main agenda in youth policy. New national youth action plan(the 4th plan) have to develop new agenda for overcoming established political agenda. Finally, the 4th plan need to improve the relative laws and the system.
