System Evaluation for Urban Redevelopment and Reconstruction Policy in Korea Using Summative Evaluation

1. CONTENTS (1) RESEARCH OBJECTIVES The purpose of this study is to evaluate a urban redevelopment and reconstruction policy of Korea using a summative evaluation. (2) RESEARCH METHOD This study develops a summative evaluation model for policy system of a urban redevelopment and reconstruction. The model is consisted of 7 assessment items and 11 assessment indexes' Also the paper evaluates those items and indexes. (3) RESEARCH FINDINGS There are some findings. l) a justification of government intervention item shows that urban redevelopment and reconstruction projects have weak characteristics as projects of public sector. 2) a government failure item indicates that the development of reconstruction projects in Seoul has quickly increased the demolition of small low-priced housing units and has deprived additional relatively low-income households of the opportunity to dwell in affordable house, because in 98 percent of the projects only one type of apartment is currently being developed to replace such units. 3) a feasibility of policy programs shows that a government has to contribute to improving infrastructures and housing level but a government has wanted to ride on private sector through a management and disposal plan method and a disposal of replotting land method. 4) a fairness item, a policy impact item, and a policy sustainability item appear concern about unexpected negative effects. 2. RESULTS This study proposes three challenges to set successfully a new urban regeneration policy. l) the policy makes a budget plan and a role as project operator unlike the urban redevelopment and reconstruction policy to establish an original purpose of the policy and to set aside justification of government intervention. 2) the policy needs supports and strategies to promote a lot of community spirit. 3) the policy sets a monitoring and evaluation system which assesment of project process, policy effect evaluation, and policy impact evaluation can be fed back to the project purpose and programs.
