역사문화환경을 활용한 해외 도시재생 사례의 문헌적 고찰

A Literature Review on Cases of Urban Regeneration using Historical Environments in Foreign Countries

역사문화유산의 개념이 확대되고 그 중요성이 증대하고 있는 것은 세계적 추세라 할 수 있다. 하지만 우리나라의 경우 역사문화환경의 관리개념 미흡, 문화재보존과 도시계획 사이의 상충, 개발과 보존의 충돌 등이 문제로 지적되고 있다. 본 연구는 이러한 문제점들을 인식하고, 향후 우리의 역사문화환경을 어떻게 관리해 나갈 것인지에 대한 방향을 모색하고자 하는 것을 목적으로 한다. 이를 위해 우선 역사문화환경의 개념과 우리나라의 제도를 이해하고, 문헌연구를 통해 역사문화환경 보전 사례를 분석하며, 이를 종합함으로써 우리에게 주는 시사점을 도출하는 방법으로 연구를 진행한다. 그 결과 문화재와 도시계획관련 제도들이 연계성을 갖는 것이 중요하고 역사문화환경이 도시재생의 성공요인으로 활용될 수 있음을 확인하였다. 이러한 결과는, 역사문화환경을 우리의 도시재생과정에 효과적으로 활용하기 위해서 제도간의 연계성을 높이고 구체적ㆍ실천적인 지침 마련해야 하며, 주민참여의 기회를 확대하고 다양한 지원수단을 확보하는 등의 노력이 뒷받침되어야 함을 시사한다.

1. CONTENTS (1) RESEARCH OBJECTIVES It is a worldwide trend to extend the meaning of historical environment and make much account of it. But there are many problems related to historical environment in Korean: poorly defined concept of management for historical environment, mismatches between heritage conservation and urban planning, and conflicts between development and historic conservation, etc. This study is aimed to find the future directions for managing historical environment in Korea. (2) RESEARCH METHOD To achieve this. this study performed theoretical reviews and foreign urban regeneration cases analysis. (3) RESEARCH FINDINGS Contents sequence is more important than form integration in the relation between the rules of heritage and urban planning. And urban regeneration cases show that historical environments are very useful as elements of regional growth. 2. RESULTS As the result, this study shows the following implications. 1)The link between the rules of heritage and urban planning should be strengthened. 2)det ailed and practical guidelines should be drawn up, 3)opportunities of resident participation should be enlarged, and so on.
