혁명주체의 실정화와 혁명담론의 주조술

A Study on Positivization of Revolutional Subject and Revolution-Discourse - Focused on 『Supreme Council Review』

『최고회의보』는 5ㆍ16군부의 국가재건최고회의 기관지(1961.8-1963. 12)이다. 『최고회의보』는 최고권력기관의 기관지로서 5ㆍ16군부정권의 정책과 이념을 선포한 매체라는 의미를 지닌다. 5ㆍ16 군사쿠데타 이후 『최고회의보』의 담론 방향은 다음과 같다. 첫째, 무주체 혁명과 가까웠던 4월혁명과 달리 5ㆍ16군부세력은 혁명의 주체성을 강화하고 혁명의 목적을 분명히 밝힘으로써 국가재건의 중심을 강력하게 장악하고자 하였다. 둘째, 혁명과 경제재건을 결합시킴으로써 혁명의 물질성을 강화했으며, 구심점이 없는 혁명의 기운을 ‘군사혁명=인간혁명=국가혁명’이라는 도식으로써 실정화하고자 했다. 셋째, 반공이념과 경제재건을 결합한 승공이념을 통해 공산주의를 적대적 타자로 설정함으로써 개인적 자유를 억압하고 군부정권 통제 하의 공론 주체를 형성하고자 했다. 이는 4월혁명 이후의 통일론에서 승공론으로의 완전한 방향 전환을 의미한다. 따라서 『최고회의보』는 1960년대뿐만 아니라 1960년대 이후의 한국 사회를 지배하는 군사정권의 이데올로기가 기원적으로 작동했던 매체 공간이라 할 수 있다.

『Supreme Council Review』(1961.8-1963.12) is the bulletin of ‘Supreme Council for National Reconstruction’ publicated by 5ㆍ16 militarists. 『Supreme Council Review』 as a bulletin of supreme power organ has taken on significance that it is media declaring policy and ideology of 5ㆍ16 militarists. After 5ㆍ16 military coup, a discourse direction of 『Supreme Council Review』 is as follows. ① Unlike April Revolution, no better than non-subject revolution, 5ㆍ16 militarists had intended to have control over the center of national reconstruction by definitely manifesting subjectivity and purpose of revolution. ② It had intended to reinforce materiality of revolution by uniting revolution with economical reconstruction, and strengthen positivity of dispersed revolution through a diagram <military revolution= human revolution = nation revolution>. ③ It had intended to repress private liberty and put public subject in control of 5ㆍ16 militarists, by considering North-Korea as antagonistic other through defeat- communism resulting from uniting anti-communism with economical reconstruction. This means a complete diversion from Korean-reunification to theory of defeat-communism after April Revolution. Thus, 『Supreme Council Review』 can be a media which originally had operated 5ㆍ16 militarists' ruling ideology dominated in Korea society from 1960's on.
