낙동강하구역의 주민지원제도 개선방안

A Study on the Public Aid Program for Residents of Nakdong River Estuary

낙동강하구에 5개나 지정되어 있는 이들 각종 보전 법에서의 생활규제는 다른 환경관련 보전 법령과 거의 별 다를 바 없이 규제를 하고 있으나 자연환경보전법을 제외하고는 주민들에 대한 지원이 거의 없다. 낙동강하구는 동양최고의 철새도래지로 반드시 보전되어야 할 자연환경인데, 이곳의 관리는 정부나 환경단체 등 일부의 노력만으로는 역부족이며, 반드시 지역주민의 참여를 통한 관리가 우선되어야만 제대로 된 관리를 기대할 수 있다. 이러한 기대치의 현실적인 충족을 위해서는 지역주민들이 자연환경을 솔선해서 관리하고 지켜나가게 하기 위한 지역주민들을 위한 제도적 배려가 있어야만 한다. 이를 위해서는 첫째, 낙동강하구의 람사르습지로 등록이 속히 이루어져야 한다. 둘째, 생태학적으로 가치가 높은 낙동강하구 근처의 논 습지를 습지보전법상의 습지(인공습지)로 등록하여 보전의 방안을 강구하여야 할 것이며, 셋째, 5개 법령에서 규제하는 규제만큼의 주민인센티브에 대해서도 명시적인 지원조문을 두어 이들 주민들의 생활불편을 해소하여야 한다. 마지막으로는 이들 주민들에게 정책적인 지원이 있어야 하며, 지원사업의 효과를 높이기 위해서는 당해지역 또는 주민이 희망하는 사업을 반영하는 것도 중요하지만, 지속적이고 실질적인 혜택을 주는 사업을 추진하는 것이 바람직할 것이다.

At the estuary of Nakdong River are five conservation acts. The regulations on these acts do not differ much from other environment-related conservation acts, but there hardly found any support for local residents aside from the environmental protection law. As the best habitate for migratory birds in Asia, the estuary of Nakdong River is the natural environment which has to be definitely preserved. However, since hard works of the government and environmental groups are inadequate to manage the area properly, the participation of the residents is believed to be urgent. To meet such expectations in the real field, there should be institutional consideration for the local people first that makes them volunteer for the preservation. To accomplish the purpose, First, the estuary of Nakdong River immediately needs to be registered as Ramsar wetlands site. Second, since the flooded agricultural land, near the estuary of Nakdong River are valuable from the aspect of the ecology, how to preserve the area will be determined by registering the sites as the wetlands (artificial wetlands) of the Wetlands Conservation Law. Third, to solve the local people's living inconveniences, there has to be an explicit support provision for the residents' incentives according to the five laws. Lastly, policy support needs to be established for the residents. When it comes to starting the support business, it is for sure important to reflect the ideas of the related area and inhabitants. But, what is more appropriate here is to get started with the business which consistently offers practical benefits.
