경비원의 직무교육과 경비지도사의 역할

Private Security Job Training and The role of Instructor

현재 전국에는 4.000여개 업체에 15만여 명의 경비원이 민간경비업무를 담당하고 있다. 그러나 현실적으로는 경비원의 자질이나 낮은 보수, 전문성 부족, 잦은 이직률, 열악한 근무환경 등 많은 문제점을 가지고 있다. 경비원은 고객의 생명과 신체, 재산의 안전을 지키는 전문직업인이라고 할 수 있다. 따라서 경비원에 대한 교육은 매우 중요하고, 교육은 경비서비스의 질을 향상시킬 수 있기 때문에 규정대로 실시되어야 한다. 경비원교육은 신임교육과 직무교육으로 나누어져 있고, 신임교육은 경비협회, 경찰교육기관, 경찰청장이 지정한 기관 등에서 교수 등 전문가들이 28시간의 소양교육을 실시하고, 직무교육은 경비업자가 매월 4시간씩 이론과 실무교육, 정신교양을 실시하도록 하고 있다. 그리고 신임교육은 외부교육기관에서 실시하고, 직무교육은 경비업자와 경비지도사가 책임을 지고 실시하게 되어 있다. 그런데 신임교육은 규정대로 시행되고 있지만, 직무교육은 소규모 현장이나 소규모업체에서는 제대로 실시되지 않고 서류상으로만 실시한 것으로 만들어서 보고하고 있는 실정이다. 그 원인은 경비지도사의 전문성부족, 경비업체의 영세성, 근무 장소의 산재, 추가근무에 대한 비용부담 등이다. 이러한 문제를 해결하기 위해서는 직무교육의 보수교육으로 전환, 순회교육의 강화, 원격교육시스템의 도입, 경비지도사의 자격요건 강화 및 보수교육의 신설, 경비업체의 정비 등의 대책이 필요하다.

These days, there are 150 thousand of people working in 28,000 private security companies. However, there are many problems such as the quality of a security guard, low salary, lack of professionalism, frequent turnover rate and poor working situation. Security guard is specialized job who keeps their customer's life, body and property safe. Therefore education of security guards is very important and it could increase the quality of the service. Security guard education is divided into recruit education and job training. Recruit education education of private security is 28 hour basic education by experts from Legislation of private security, Police Academy, organizations chosen by the chief of the National Police Agency. Job training is 4 hour theory, executive ability and moral education every month. Recruit education of private security is well carried whereas Job training is not conducted well and reported falsely. The reason of a defect of this system is the lack of expert guard instructor, small company size, scattered working place and burden of payment for overwork. In order to solve these problems, we should change Job training into supplementary education, reinforce circuit education, introduce remote education system, strengthen the qualification of guard instructor and refine security companies.
