중국 개혁개방정책이후 보안서비스산업의 성장배경과 정책과제

The Growth Background and Policy Tasks of the Security Service Industry in China after the Reform and Opening-up Policy

최근 중국에서는 1978년 개혁개방정책(the reform and opening-up policy)이 실시됨에 따라 현대적 의미의 보안서비스이라는 새로운 업종의 신흥산업(新興産業)으로 성장하고 있다. 그러나 중국의 보안서비스산업이 진정한 시장경제체로로 전환하고 전문기업으로 발전하기 위해서는, 먼저 보안서비스 감독관리를 강화하고 사회 보안조직을 통제할 수 있는 자질의 평가심사, 보안요원의 심사, 권익보장과 일상의 감독 사업을 강화해야 한다. 둘째, 중국의 보안협회는 공안감독기관과 보안서비스기업간의 연락과 소통를 담당하고 적극적으로 노동부문, 재정, 세수 등 부문과 적극적으로 정책적 우대와 보안업종의 이윤공간을 넓히고 기업의 부담을 줄이고 업종의 흡인력을 강화해야 한다. 섯째, 중국 보안서비스기업이 유력한 경쟁능력을 갖추려면 서비스의 양질화, 건설의 정규화, 관리의 표준화를 시행하여 서비스 질을 제고하고 브랜드 의식을 높여야 한다. 넷째, 각종 명목의 탐정사무소, 흥신소, 안전자문회사 등이 보안서비스에 대한 대중의 전면적 인식을 혼란하게 해놓고 있으므로 관련 각종 조례를 정비하여 보안 업무의 특성에 맞도록 정비하여 적용을 하여야 할 것이다. 마지막으로 체제개혁의 성공여부는 해당 정책의 확립에 있는 것이기 때문에 현 공안 중심의 체계에서 시장경제의 활성화와 보안서비스 업종의 특성에 부합되는 체제로 개혁이 되어야 할 것이다.

Since China implemented the reform and opening-up policy in 1978, security service in the modern sense has been growing as a new type of emerging industry. However, in order for the security service industry in China to develop into a specialized industry in the true market economy system, the supervisory management of security service should be reinforced first, and the review and evaluation that can control social security organization, evaluation of security personnel, guarantee of rights and interest, and daily supervision business should be reinforced. Second, Chan's security association should be in charge of connection and communication between public security organizations and security service enterprises, and actively cooperate with such sectors as labor, finance, and tax revenues and should expand policy preferential treatment and the profitability space of the security business, and reduce the burden of enterprises and reinforce the drawing power of this type of business. Third, in order for China's security service companies to be equipped with powerful competitiveness, the quality of service should be raised and brand consciousness should be enhanced by promoting high quality, regularization of construction, and standardization of administration. Fourth, various types of detective offices, detective agencies, security consulting companies are confusing the general public's overall perception of security service, so various related regulations should be reorganized and applied to fit the characteristics of security business Finally, success of the system reform is dependent upon the establishment of the applicable policies, and the existing public security-oriented system should be reformed into vitalization of market economy and into the system suitable to the characteristics of security service business.
