범죄예방을 위한 민ㆍ경 협력치안의 실태와 발전방안

The Conditions and Development of Cooperative Policing for Crime Prevention

범죄예방은 어떤 사건이 발생하기 이전에 범죄를 제거함으로서 범죄 발생을 줄이고 그에 대한 두려움을 최소화하기 위한 사전활동이라고 할 수 있다. 전통사회에서는 범죄예방 문제를 경찰에게만 의존하였으나, 현대사회에서는 경찰이 지역사회와 함께 치안문제를 고민하고 협력해야 효율적인 범죄예방활동이 가능하게 된다. 협력치안은 시민과 경찰 모두가 상호 신뢰를 바탕으로 협력적인 관계를 모색해야 하는데, 중요한 것은 시민과 경찰 간에 상호신뢰가 있어야 하며 경찰공무원 상호간에 확고한 믿음이 형성되어야 한다. 이러한 맥락에서 본 논문은 현재 우리나라에서 시행되고 있는 협력치안의 실태와 문제점을 살펴보고 그에 대한 정책대안을 모색하는데 연구 목적이 있다. 먼저 협력치안의 문제점으로서는 지역치안협의회의 운영상 문제점, 지역주민의 자발적인 참여 부족, 지역실정에 적합한 범죄예방활동 미흡, 업무부담의 가중, 권위주의적 관료행태, 민간경비와의 협력 미비 등을 들 수 있다. 이상과 같은 문제점을 극복하기 위한 처방으로서 첫째, 종합적인 치안전략을 수립할 수 있도록 지역의 치안 수준을 면밀하게 검토해야 한다. 둘째, 뉴 거버넌스를 통한 협력치안망을 구축해야 한다. 셋째, 민간경비업의 지속적인 발전을 위하여 민간경비와 경찰의 상호협력체제가 이루어져야 한다. 넷째, 경찰은 지역주민들을 협력적 파트너로 인정해 주고 주민들은 경찰의 전문성을 존중하고 신뢰해야 한다. 다섯째, 협력치안 활동에 대한 정기적이고 체계적인 평가와 환류가 필요하다.

Crime prevention is a crime before any incident occurs to reduce crime by removing him to minimize the fear can be described as pre-activity. Only in traditional society the police relied on the problems of crime prevention, but the modern society, the community and the police are concerned about security problems and seek cooperation can be achieved by effective police activity. All the citizens and police security cooperation based on mutual trust and cooperative relations need to explore, it is important that mutual trust between citizens and the police, and police officers must be mutual trust. therefore, the purpose of this study is to review the nation's our security situation and problems of the cooperative security. The problems of cooperative security lacks policing strategy of the local security council, lack of voluntary participation of local citizens, local crime prevention activities to lack of suitable, a lot of heavy work, bureaucratic authoritarian behavior, and lack of cooperation with the private security. The solution was the followings: First, a comprehensive security strategy to help the local police level should be carefully reviewed. Second, the new governance should be established through network of the cooperative security. Third, the private security and the police should be mutual cooperation. Fourth, the police and a local citizens recognize them as cooperative partners, the citizens must be respected and trusted of the expertise on the police. Finally, the feedback of cooperation security activities should be a regular and systematic evaluation.
