스마트 경호, 보안장비 개발의 필요성

과거 사례를 예로 들어 볼 때 경호의 성패는 경호조직 관리 수준에 따라 결정되는 경우가 많았으며 우리나라에서도 박정희 대통령 암살사건(1979), 노무현(2009) 두 차례 발생한 바 있다. 위의 두 사건을 종합하여 보면 경호대상자의 암살에 경호요원의 역할에 대하여 문제점을 지적할 수 있으며 이러한 문제의 근본적인 해결방안을 모색하지 못한다면 앞으로 이러한 사건의 발생을 막을 수 있을 런지에 대한 의문을 제기할 수밖에 없을 것이다. 일반적으로 경호요원은 경호현장에서 신체와 심리에 상당한 부담을 가지고 임무를 수행하고 있으며 그것은 우발상황에 대한 것이다. 구체적으로 살펴보면 공격의 시간, 장소, 방법 등 모든 것을 위해기도자가 결정하고 경호요원은 예방적 개념에서 접근하지만 궁극적으로 우발상황 이후의 후속처리는 경호 실패를 의미하기 때문이다. 따라서 경호지휘소에서는 현장에 배치된 경호요원의 신체와 정신에 대한 실시간 모니터링과 체크가 이루어져야 하고 이는 경호요원의 정확한 위치확인과 생사확인을 통한 침입자의 확인뿐만 아니라 생리적 변화를 확인하여 당일 현장요원으로서의 적합성을 결정하여야 할 것이다. 특히 생리적 변화에 따라서도 평소에 훈련한 경호기법을 발휘하는데 저해요인이 되고 있으며 이를 바탕으로 현장 경호요원의 심리 변화를 경호책임자가 확인 할 수 있는 장비의 필요성이 제기 되었다. 따라서 이 연구에서는 이러한 특성이 고려된 경호요원의 손목에 팔찌형식의 GPS 스마트 보안 장비를 활용하여 맥박과 체온을 통해 경호요원의 상태를 실시간으로 확인하여 최상의 경호운용 능력을 발휘할 수 있는 본 경호장비 개발을 제안하였다.

In light of the past cases, success of protection depended on a management level of a protection organization and Korea has the protection failure cases which are the assassination case of a former president of the Park Chung-hee(1979), the suicide case of a former president of the Roh Moo-hyun(2009). When the two cases are pieced together, problems can be pointed out on the role of a protection agent to the assassination of VIP. if the problems are not determined, forward, we should have no choice but to raise a question on preventing protection failure cases. generally, a protection agent conduct protection business with a physical and emotional borden because of a contingency. Specifically, the time, place, way of terror are decided by a terrorist and the protection agents can only prevent because ultimately, the follow-up measures after contingency mean protection failure. So the protection command post have to monitor and check the body and emotion of placed protection agents on site and the protection command post have to check not only intruders but also physiologic changes of the protection agents through checking exact position and life or death of protection agents so the post have to consider suitability as an on-site agent based on the monitoring and checking. To demonstrate protection technique can depend on physiologic changes of protection agents so necessity of security equipment which is can checking emotional changes of protection agents by the director of protection has been raised up. So this study suggest development of protection equipment which is a GPS system bracelet to the protection agents' wrist. that can make superb ability of conducting protection activity by checking conditions of the protection agents in real time.
