교정복지를 위한 중간처우집의 사회적기업 활용방안

본 연구는 교도소에서 기숙사 형태인 중간처우의 집을 사회적 기업으로 활용하여 수형자에게 직업 교육과 재사회화 경제적 궁핍에 대한 대안으로서 교정 복지적 접근인 사회적기업 활용방안에 대해서 제안을 하고자 살펴보았다. 한국에서도 지난해에 창업한 출소자를 위한 사회적기업의 반응은 매우 긍정적이다. 이에 향후 출소자에 대한 지속적인 지원과 노력이 절실하다. 이제 한발 더 나가 중간처우의 집을 사회적 기업으로 활용하여 수형자에게 직업교육과 재사회화가 보다 쉽게 더 많은 혜택을 제공하기 위해 법무부 등 정부가 참여하거나 기업과 지방 자치단체가 연계하여 지역사회의 다양한 자원을 활용하여 자본금이나 실시기관의 숫자 등 전반적인 외연의 확대를 통한 중간처우 수형자를 위한 사회적기업 활성화가 이루어야 한다. 이제 사회적기업을 교정 복지적 차원에서 사회적 기업을 출소자에게만 한정시키는 태도에서 벗어나서 외부 통근하는 수형자 등에게도 연관시킬 필요가 있으며 수형자가 직업교육을 통한 재사회화를 위하여 취업하는 사회적 기업에는 그들의 정신적 측면에서의 적응을 지원하고 원조해 줄 사회복지사의 개입도 필요하다.
