북한이탈주민정책에 대한 신제도주의적 분석

The Analysis of Policy on North Korean Defector of New Institutionalism -Policy changes break the enemy center of institutional change-

이 연구는 북한이탈주민에 대한 정책이 과거 '정부주도정책'에서 과도기를 거쳐서 '정부ㆍ민간주도정책'로 바뀌게 된 것을 역사적 제도론적 관점에서 살펴보는 것이다. 역사적 제도론 관점으로 살펴보게 된 것은 현재의 북한이탈주민 문제가 통일독일의 상황에 비추어 통일이후에 대비해야 됨에도 정부 내부에서 빠른 응답성을 가지지 못한 점을 살펴보다가 이것이 '경로의존성'적인 정부정책에서의 문제점인 것에 아이디어를 얻어서 첫째로, 정책의제화 과정을 살펴 본 후 이것을 바탕으로 역사적 제도주의 특징인 제도의 경로의 존성, 제도변화의 영향요인으로서 제도적 맥락, 단절적 제도변화의 결정요인들 중에서 제도적 맥락과 단절적 제도변화의 결정을 중심으로 살펴보고자 한다. 순서는 (T기 : 민간주도기), (T2기 :과도기), (T3기 :정부ㆍ민간주도기)로 구분하여 서술하여 정책의 변화에 대한 이해를 하고자 하였다.
