The purpose of this study is to examine the competitiveness of the Korean horse industry using ser-M/SWOT matrix. A ser-M/SWOT matrix is a structured planning method used to evaluate the subjects, environment, resources, and mechanism involved in a project or in an industry. The horse industry currently is of great economic importance to countries like the United States, United Kingdom, Australia and Japan as it generates huge amounts of revenue. In this context, this study provided practical plans to promote the competitiveness of the Korean horse industry. Results of the study show that several recommendations based on the strategies identified in the ser-M/SWOT matrix are offered. The Korean government needs to do the following: revise the horse industry promotion act, cultivate professional manpower through the horse value chain, maintain a consistency of horse industry development policies, foster a green and high value-added industry, remove a regulation for the sixth industry( 1×2×3 ) of the horse industry, preclude duplicate work between government departments which implement horse industry policies and manage the risk through a variety of revenue models.
