The lengthened protection period for copyrighted works, which lasts for an additional seventy years after the life of the author, has resulted in limiting uses of copyrighted works by the current as well as the next generations. Especially, because authors of these days create and manage the domain of their works as their profession, expansion of copyright protection through the extended protection period may not be the best way of protecting and compensating authors. Therefore, this study analyzes the currently operating copyright usage models to propose a new usage model for promoting utilization of copyrights. The new model can be divided into substantive part and procedural part. Whereas the substantive part has placed limitations on the derivative works and the right of integrity, as well as the fair use, the procedural part proposes registration and management procedures. The substantive part focused on the reality of authors creating and managing their domain of works as their professions and permitted authors to freely use the origins of their works. Procedurally, building a copyright registration and management system to keep track of possession and usage was considered. The new model can achieve the purpose of copyright by inducing creation and facilitating use.
