노인 안전복지모델 개발에 관한 연구

The Research on the Development of the Safety-Welfare model for elderly people

불확실한 사건으로 인한 위험은 사람들의 복지를 위협한다. 안전은 삶의 질을 구성하는 중요한 요소이다. 특히 재해약자인 노인들에 대한 안전복지서비스의 강화가 필요하다. 이를 위해 노인에 대한 생활안전분야와 재난안전분야에 대해 선행연구와 국내외 실태를 살펴보고 종합성, 적절성, 응급성을 핵심요소로 노인안전복지모델 개발 방안을 제시하였다. 생활안전분야에서는 종합적 노인안전정책 수립, 가정ㆍ노인복지시설ㆍ지역사회별 적절한 대책, 응급대응시스템 구축 등을 제시하였으며, 재난안전분야에서는 종합적 안전복지서비스 전달체계 확립, 수요자 중심의 맞춤형 안전복지서비스 시스템 운영, 민간 안전복지서비스 응급대응력 강화 등을 제시하였다. 본 고는 국내 및 선진국 사례 연구를 통해 한국적 상황에 맞는 노인안전복지모델 개발 방안을 처음으로 제시하였다는데 연구의 의의가 있으며, 정책적으로 구현되어 안전에 취약한 노인에 대한 안전복지서비스 전달체계 확립에 기여할 것으로 기대한다.

The risk of an uncertain incident threatens people's welfare. Safety is an important factor of the quality of life. Especially, we should provide seniors with better safety services. I reviewed preceding researches in the field of life safety and disaster safety for seniors. Also I elicited implications through case studies of Korea, the United States and Japan in the field of senior safety. And I proposed plans on the development of the safety-welfare model for elderly people with comprehensiveness, adequacy, emergency. In the field of life safety, I proposed comprehensive senior safety policies, adequacy measures in home, welfare facilities and community, and emergency response system for senior safety. In the field of disaster safety, I proposed the comprehensive safety welfare service delivery system for elderly people, the consumer-oriented safety welfare service system, and the enhancement of emergency response services in private sector for senior safety. Significance of the study is that through case studies of advanced countries, this paper designed the first safety-welfare model for elderly people suitable for the korean situation. I expect that this research will contribute to the establishment of safety welfare service delivery system for elderly people, if my suggestions are implemented.
