A Study on the Publicness Weakness of Tourism by Offensive of Neo-Liberalism

Recently, the conceptual definition and the meaning of publicness have been the focus of brisk discussion in the academia of public administration. Publicness defined as state control is a continuum on which most or all of enterprises of the economy can be placed. This study attempts to concretize this discussion on publicness by applying the publicness to specific tourist policy areas. For the analysis, this study refines on the concept of publicness weakness of tourism by Offensive of Neo-Liberalism into three dimensions-the formal, the substantial and the procedural. Then various situations of publicness can be surmised by whether each of these dimensions are present or not in each case. Based on this evaluative criteria, the publicness of tourist policy since 1986 in Korea can be characterized as the strengthened publicness in the formal dimension and the weakened publicness in the substantial dimension. In addition, although the prerequisites and institutional bases for publicness are there for the open communication within society, the procedural dimension of publicness of Korean tourist policy can be seen positively only with some serious reservation. This seems to reflect the situation in which the government seeks the role of an agent in the variety of spheres without functioning as a proper mediator to settle the conflicts of various interests and desires. This government failure leads to undesirable social situations, which can be solved only by the recovery of the political procedure and the functioning public sphere.
