국책연구기관 평가시스템 활용영역 분석

An Analysis on the Utilization area of Government-funded Research Institutes Evaluation System in Korea

본 연구는 국책연구기관 평가시스템 활용영역을 체계적으로 분석하여 문제점을 도출하고 개선방안을 모색하고자 수행되었다. 분석결과를 토대로 평가자와 연구기관 간의 의사소통 확대, 평가결과 공개범위 및 수준 향상, 평가결과 활용을 위한 법제도 정비 등의 항목하에 구체적 개선방안을 제시하였다. 본 연구를 통해 중앙행정기관이나 공공기관 등의 기관평가에 공통적으로 응용할 수 있는 정책적 시사점을 도출하였다. 첫째, 법에 따라 운영되는 제도적 평가에 대해서는 정기적인 메타평가, 즉 평가에 대한 평가를 실시할 필요가 있다. 둘째, 평가의 기본적인 선행조건을 평가대상기관의 특성에 부합하는 합리적 평가목적 설정에 두어야 한다. 셋째, 평가과정 전반에 걸쳐 평가주체와 평가대상 간의 의사소통을 확대하고 참여와 협력에 근거한 평가체계를 구축해야 한다.

The purpose of this study is to systematically analyze the utilization area of government-funded research institutes evaluation system in Korea and to suggest the improving plans of it. Given the outcome of the analysis, it has to be suggested that the current system would be able to overcome its limitations by providing more sufficient level of communication between evaluators and research institutes, seeking appropriate range and effective ways of opening evaluation results to the public, and amending laws and regulations in order to utilize evaluation results. It is worth to mentioning that this study offers several policy implications which could be applied to evaluation system for central government agencies and public institutions. First, metaevaluation, evaluating evaluation, is necessary and needs to be done in regular basis; Second, the basic prerequisites of evaluation should be firmly established with resonable purpose which is about considering specific characteristics of evaluated institutions; Last, it is required to improve communication between evaluators and evaluatees at every phases of evaluation, and to seek ways of building a concrete evaluation system based on participation and cooperation of all stakeholders.
