Research on the housing of female-headed households and policy measures -focusing on unmarried single-person households and low-income single-parent families in urban areas

1. 연구목적 및 필요성 □ 주거빈곤, 주거양극화가 심화되면서 주거지원정책의 확대 요구가 증가함. 더불어 급격한 인구 및 가족구조 변화에 대응하는 주거지원정책의 변화 필요성도 제기됨 □ 이에 본 연구에서는 다양한 가족형태의 변화흐름 중 하나인 여성가구주가구의 증가에 초점을 두고, 이들의 주거실태를 분석하고 주거지원정책 이용경험을 파악하고 주거지원에 대한 정책수요를 발굴하여 정책방안을 마련함 □ 본 연구는 여성가구주가구의 주거문제에 대한 정책적 관심을 환기하고 이들의 실태와 수요에 근거한 정책적 방안을 마련하는 시론적이고 탐색적 연구로서 의미를 둠 2. 연구내용 및 방법 □ 본 연구는 여성가구주가구의 주거실태 및 주거수요를 파악하여 정책방안을 제시함에 있어서, 도시지역에 거주하는 비혼1인가구와 저소득한부모가구에 초점 둠 ○ 2010 인구주택총조사자료를 재집계하여 분석한 결과, 도시지역에 한정했을 때 20-30대의 1인가구와 30-40대의 한부모가구가 도시지역의 여성가구주가구를 대표하는 집단으로 나타남 ○ 저소득한부모가구는 전통적인 주거빈곤집단으로, 비혼1인가구는 새롭게 주목되는 주거빈곤집단으로 고려될 수 있음 - 저소득한부모가구는 주거취약집단 중 하나로 이미 주거지원정책의 지원대상으로 포괄되어온 전통적인 주거빈곤집단인데, 정책수혜자로서 이들의 주거실태와 정책이용경험 등에 대한 구체적인 자료가 미흡함 - 비혼1인가구는 인구학적으로 증가하고 있고 주거취약성에 대한 문제가 제기되고 있는 새로운 주거빈곤집단이나 이들의 주거에 초점둔 연구나 자료가 제한적임 □ 연구내용 ○ 주거 관련 기존 논의 및 연구결과 검토, 주거지원정책 현황 분석, 여성가구주 주거실태 분석, 여성가구주가구의 주거수요 분석, 정책과제 제안 등 을 주요 연구내용으로 설정함 □ 연구방법 ○ 문헌연구 ○ 2차 자료 분석 - 통계청 인구주택총조사와 2012년 주거실태조사 원자료 활용 - 여성가구주가구의 증가추이를 살펴보고, 여성가구주가구의 주거실태를 주거안정성, 주거비용, 주거쾌적성, 주거환경의 4차원으로 분석 ○ 집담회 운영 - 도시지역 비혼1인가구와 저소득한부모가구 대상으로 집담회 운영(28명) - 대상별로 3-5인 내외의 집단을 구성하여, 주거실태 및 문제점, 기대하는 주거형태, 주거정책 수요 등 파악 ○ 관계자 인터뷰 및 전문가 자문 3. 연구결과 □ 기존 논의 및 연구결과 분석 ○ 인구가족구조의 변화에 대응하는 주거지원정책으로의 변화 필요성은 제기하고 있으나 주요한 변화흐름 중 하나로 볼 수 있는 여성가구주가구에 대한 관심은 저조함 ○ 여성가구주가구의 주거 관련 연구들은 이들의 주거문제 자체에 초점을 두기 보다는 전반적인 생활실태 중 하나로 다룸으로써, 문제양상을 진단하거나 구체적인 대안을 모색하는데는 한계가 있었음

This preliminary and exploratory research study is designed to raise awareness on the housing of female-headed households in terms of policy-making and to craft policy measures based on their status and demand. To this end, the review of housing-related existing discussions/research results, the analysis of the status of housing support policies, the analysis of the housing of female-headed households, the analysis of female-headed households' demand for housing, and policy-related suggestions were chosen as key research topics. The research results show that a large number of female-headed families are vulnerable in terms of socio-economic status, leading them to live in poor surroundings. In every aspect including housing stability, costs, comfort and environment, male-headed two-parent families were most stable in housing status while unmarried single-person households and female-headed single-parent families were exposed to poor housing circumstances. Furthermore, the latter significantly feared that their economic vulnerability and poor living conditions could cause them to be exposed to crime or become easy targets for criminals. Therefore, this study suggests that housing policies for female-headed households be directed primarily at strengthening housing stability and safety. To this end, three specific policies were proposed. First, support for housing stability should be expanded, taking into account the socio-economic weaknesses of female-headed families. In order to facilitate the scheme, the inclusive accessability of low-income single-parent households to rental houses should be improved, assisting unmarried single-person households in benefiting from rental house support programs through institutional reforms. Second, stability in housing assistance should be enhanced, reinforcing support for self-reliance in housing after dwelling support is delivered. To ensure this end, existing support policies in areas such as house supply, housing costs, and housing improvements should be enlarged, formulating and operating new systems to promote independence in housing. Third, an institutional framework should be set up and promoted in order to ensure the housing safety of female-headed households. In the same vein, safe home programs for women should be further expanded, preparing and including safety criteria in housing support-related operation guidelines.
