Ⅰ. 연구의 필요성 및 목적 미래사회가 스마트사회로 전환되어감에 따라, 정부 운영의 패러다임도 변혁을 추구하고 있다. 정부는 투명하고 유능한 서비스 정부 구현으로 국민행복을 증대 시키기 위해 '공공정보를 적극 개방ㆍ공유하고, 부처 간 칸막이를 없애 소통ㆍ협력하며 국민 맞춤형 서비스를 제공하는 등 국민 개개인 중심의 새로운 국정운영 패러다임인 정부 3.0의 가치를 적극 추진하고 있다. 여성가족정책도 정부 3.0의 이념과 가치인 "개방, 공유, 소통, 협업"을 구현하기 위한 방안을 모색해야 한다. 본 연구는 여성가족부가 정부 3.0에 따른 정책서비스를 제공하기 위한 대응 방향과 과제를 모색하고자 한다. 정부 3.0의 배경 및 주요 계획과 전략 분석을 토대로, 여성가족정책 3.0의 추진 방향과 과제를 제시하고자 한다.

Ⅰ. Research Needs and Objectives With the advent of smart society, a paradigm shift in government operation has been facilitated. In order to enhance people's well-being by making government services more transparent and competent, the Korean government has actively promoted the fundamentals of Government 3.0, a new paradigm in government administration tuned to meet the needs of each and every member of society, sharing public information, encouraging ministries to remove barriers for the purpose of boosting communication and cooperation, and providing customized services to the public. Against this backdrop, Korea's women and family policies should also be adjusted to implement the core concepts of Government 3.0 such as openness, sharing, communication, and cooperation. This research study is designed to identify measures that the Ministry of Gender Equality and Family needs to take in order to offer Government 3.0-related policy services, as well as issues that should be resolved in connection therewith. Analyzing the background of Government 3.0 and key plans and strategies for the initiative, future directions in the implementation of Women and Family Policy 3.0, as well as related issues, will be presented. Ⅱ. Issues in Women and Family Policy 3.0 In line with Government 3.0, women and family policies should promote the public release and sharing of data and information, communication with the public, and citizens' participation and cooperation. Applying the concepts and strategies of Government 3.0 to women and family policies can lead to the expansion of consumer-based services, thereby improving customer satisfaction. Furthermore, the expansion of communication, participation, and cooperation will enable the ideas and creativity of the general public to be reflected into women policies, helping to move one step closer to the implementation of the creative economy characterized by the creation of economic values and jobs. To this end, this study suggests the following basic guidelines for applying the ideas and strategies of Government 3.0 to women and family policies. 1. Public Release and Use of Data and Information Releasing policy-related data and information refers to opening the channel through which citizens can have access to policy infrastructure and resources. Opening doors to data and information provides more op portunities for the public to access, search for, and utilize services that they need. Unprocessed data should also be disclosed but it will be difficult for non-experts to use such data. Therefore, appropriate data processing is required in order to enable the public to easily use such information. In this regard, what information citizens need and in what format it should be offered are required to be identified first. Disclosed data and information should be shared and easily used, enhancing data accessibility and ensuring user-friendliness. In this process, citizens' participation ought to be encouraged in order to make it possible to develop diverse tools designed to improve data availability. A. Expand access to attribute-based public data, considering availability B. Link a released information list to original data, checking possible errors C. Map out public opinion gathering plans to select items that will be made public in advance D. Enhance information accessibility and service convenience E. Reinforce inter-ministry cooperation for information sharing 2. Communication and Participation In the context of Government 3.0, a basic communication framework should be set up to enable the public to participate in policy development and improvement, diversifying communication systems and channels by using information and communication technologies (ICT). At the same time, communicating with citizens by disclosing the process of implementing ministry projects, the government needs to institutionalize participation channels through which the public can develop and propose
