Ⅰ. 서론 1. 연구의 필요성 및 목적 � 우리나라의 어린이 안전사고 사망률은 인구 10만명당 8.7명으로 OECD 평균 5.6명을 훨씬 넘는 수준이다. � 가정내 자녀돌봄은 가장 중요한 영역임에도 이제까지 이는 충분히 주목받지 못했다. 또한, 사고의 원인은 개인적 요인과 더불어 위해한 환경이나 제품도 중요한 원인이 된다. � 따라서 본 연구에서는 가정내 어린이 안전실태와 안전관련 기존정책 현황을 살펴본 뒤, 문제점 파악과 정책 관리 체계화 방안을 도출해내고자 한다. 2. 연구의 내용 � 본 연구에서는 가정내 어린이 생활안전사고를 방지하기 위한 대책마련을 위하여 어린이 안전 관련 문헌분석, 통계자료를 활용한 현황 파악, 심층면 접조사를 실시하였다. 더 나아가, 생활안전 정책관리 체계의 현황과 문제점을 짚어보았으며, 분석을 바탕으로 향후 안전을 위한 정책 관리 체계화 방안을 도출해내었다.
1. Significance and Purpose of Study Though the number of child deaths by accidents is on a steady decline currently in Korea, the accident-linked child mortality rate still remains at 8.7 per population of 100,000, which is much higher than the OECD average of 5.6 (2009 Statistics Korea data)16). Additionally, the number of non-fatal children accidents has been steadily on the rise. Despite such figures, there has not been much systematic research done in Korea on risk factors of home accidents and appropriate measures for their prevention. Furthermore, details on actual conditions (numbers) of home accidents have not been identified. Therefore, this study seeks to investigate the measures that could be implemented so that child safety, one of the most important area of child care, can be ensured in both the home and society. For that end, this study will look into the actual conditions and causes for child accidents and will propose possible directions for feasible policies that could be taken in the future. 2. Current status of policy control for child safety The major policies carried out by the Ministry of Security and Public Administration (MOSPA) for improvement of child safety are: safety map, safety culture campaign, improvement of human-oriented transport environment, and pilot project for Reliable Town. The safety map project was launched on October 24, 2013. Before it becomes full-fledged, the following will take place. In 2014, fifteen (15) pilot areas will be selected and life-support services will be provided in those areas. The services will be linked with security CCTV and security-related IT industries. After pilot applications in four areas of crime, disaster, transportation, and public safety, the services will be expanded from 2015 to include facility and food safety. The services will be customized and created to fit the needs of each vulnerable group (children, elderly, women, disabled). Concerning improvement of human-oriented transport environment, efforts are being focused on keeping children, elderly, and other transportation vulnerable groups safe from accidents by designating the following areas as safe areas: elementary schools, kindergartens, daycare centers, elderly welfare centers, and elderly sports facilities. In accordance with the Enforcement Decree of the Road Traffic Act (January, 2011), violators of traffic laws within children safe areas are being given aggravated punishment; they need to pay both a fine and an additional penalty. From 2009 to 2012, 9,021 sites were designated as safe areas. Approximately 76 billion KRW is being invested in 2013 to designate 622 more sites as safe areas. Under the macroscopic picture of a comprehensive measure for safety, related departments, working in cooperation, presented detailed plans for children safety comprehensive measure on November 27, 2013. With the vision 'A happy nation where children can grow safely', the departments have planned three implementation strategies and implementation tasks in four areas. Of the major implementation tasks, below are the projects that MOSPA has designated as major policies for each of the following four areas: 1. Child Care and Educational Space where Children can Grow Carefree - expansion of support system for school food service control, facilitation of activities by local autonomous entities for education of safety in homes and schools. 2. Play/Activity Space where Children can Run and Play Safely - reinforcing safety control in children play facilities, plan by MOSPA's Public Safety Department for joint work with Ministry of Environment, Ministry of Culture and Sports, and Ministry of Food and Drug Safety in implementing safety control for new play areas such as kid's cafes. 3. Strengthen Transportation Safety for Children - Ministry of Education, Ministry of Land, Transport, and Maritime Affairs, MOSPA, Ministry of Culture and Sports, Ministry of Welfare, and National Police Agency
