Development of A Criteria for the Excellence Awards on Female Talent Management

1. 연구 필요성과 목적 � 고용률 70% 달성은 박근혜 정부의 핵심 국정과제로 여성경제활동 참여확대가 필수적임. 여성경제활동 참여확대와 고용률을 제고하기 위해서는 다양한 부문의 기업에서 여성인력을 적극적으로 활용하는 것이 필요하며, 이로써 여성인력의 전반적인 확대를 기대할 수 있음. � 본 연구에서는 정부 및 민간부문에서 활용할 수 있는 여성인력 특히, 여성인재활용 우수기업 선정기준을 개발하고, 언론매체와의 협업을 통해 우수기업을 선정하여 홍보하고자 함. 2. 연구내용과 방법 � 연구내용 ◦ 기업 환경변화와 여성인재 ◦ 기업의 여성인재 활용 현황과 특징 ◦ 기업의 여성인재 육성 제고 방안 ◦ 기업의 여성인재 활용 제고 방안 � 연구방법 ◦ 문헌연구 - 기업대상 시상 심사기준 검토 및 여성인력활용 우수 사례 검토 ◦ 통계분석 - 국내 및 해외 여성고용관련 통계자료 분석 ◦ 자문회의 운영 - 여성경영 우수기업 평가영역 및 평가 기준에 대한 자문 - 여성경영대상 심사기준 및 공적조서, 기업선정 일정 및 절차 자문 ◦ 여성경영대상 홈페이지 구축 - 홈페이지 메뉴 및 기능 개발, 홈페이지 운영 3. 연구결과 가. 기업 환경변화와 여성인력 활용 현황 분석 인구고령화 진전과 함께 사회ㆍ경제적 환경변화는 노동력 부족과 경제성장률 둔화로 연결됨. 이러한 환경에서 여성인재의 육성과 활용은 경제성장률 저하를 둔화시키고, 다른 조건이 동일하면 기업의 다양한 경영성과 지표에 긍정적인 영향을 미치는 것으로 나타남. 여성의 경제활동참가율은 지속적으로 증가하고 있으나 출산ㆍ육아로 인한 여성의 경력단절, 여성 임금근로자 중 높은 비정규직 비율, 낮은 여성관리자 비율, OECD 회원국 중 가장 큰 남녀임금격차 등을 보이고 있어 여성인재의 활용과 육성이 무엇보다 시급함.

The purpose of this study is to discover the best practices in which have been implemented by private enterprises to utilize the female workforce in Korea related to the Park Geun-hye Administration's policies to encourage women's participation in economic activities, and to improve companies and society's awareness of the female workforce by spreading the best practices in society. To achieve the goals, this study develops a criteria to select the best companies on the utilization of female talents in order to provide the criteria of selection to both the public and private sectors and be used by them. Moreover, this study selects best companies on the utilization of female work force, and promotes them as the best practices by the cooperation with media outlets. The criteria of the Korean Women's Management Award has been developed as the results of this study. Furthermore, a new awards system by sub areas of the Korean Women's Management Award for the ministries and organizations of employers which are related to female work force has suggested.
