1. 연구의 필요성 및 목적 □ 연구 배경 - 성인지예산제도가 도입되어 4번째 성인지예산서가 작성되는 2012년 현재 시점에서 필요한 연구는 성별구분통계 자료의 신뢰도 제고와 제도 도입 후의 성과평가와 관련된 연구임 - 사업별 성인지예산서의 성별구분통계 작성이 미흡하여, 이를 근거로 한 성별편차 원인 및 대안 마련 등에 대한 분석 결과의 신뢰도를 낮추고 있음 - 이를 보완하기 위한 단년도 성인지예산서에 대한 분석 연구가 수행되어 왔으나, 성인지예산서가 작성된 사업에 대한 시계열 분석 연구는 없었음 □ 연구 목적 - 성인지예산서의 성별구분정보를 패널자료로 구축하여, 성인지예산제도 도입 이전과 이후의 성별 재원배분 추이를 비교함으로써 제도 도입의 성과를 계량화하고자 함 □ 연구 내용과 방법 - 성평등정책이 거시경제에 미치는 영향에 관한 문헌을 검토함으로써, 성인지예산제도가 의도하는 예산운용에 있어서 성인지적 관점의 필요성을 확인함 - 지금까지 작성된 성인지예산서가 담고 있는 정보를 성인지예산서 작성사업별 패널자료로 구축하여, 발견되는 작성오류 항목을 분석하고 자료의 신뢰도 추이를 파악함 - 구축한 자료를 가지고 고정효과(fixed effect) 모형과 이중차이(difference in difference) 모형을 추정함으로써, 성인지예산제도 도입 이후 성인지예산서 작성사업의 성별 재원배분(여성수혜자 비율)의 추이를 파악함 - 데이터 클리닝 과정과 분석 결과를 근거로 정책 시사점을 제시함

Gender Budgeting System was introduced by the National Finance Act in 2006. The first gender budget statement was prepared in 2010 and the first gender budget balance sheet was submitted to the National Assembly in 2011. This study attempts to evaluate whether gender budget statements were effective in terms of decreasing the gender gap of program benefits during 2010~2012. First, we created a panel data set with 2010~2012 gender budget statements, and the unit of data merging was a program or an activity which was included across all the budget statements. There were several errors in variable entries, and we corrected them by using a more recent version of gender budget statement when building the panel data. Then, we compared the changes in program benefits by gender after the submission of gender budget statements. It was found that even though gender budgeting during 2010~2012 did not result in visible accomplishments in decreasing the gender gap, they still provided valuable data, such as gender segregated statistics related to program budget and program benefits. Also, we found that the gender gap decreased during 2011~2012 which was statistically significant. For the improvements of gender budgeting in Korea, it is crucial to support government officials to have adequate education and training for them to conduct proper assessments. And the panel data set on gender budget statements needs to be continuously built to measure quantifiable effectiveness of gender budgeting in the future.
