Forecasting Changes of Political Environment in 2030 and the Future of Korean Family Characteristics

Ⅰ. 서론 1. 연구의 필요성 및 목적 □ 정치영역이나 통일과 같은 외적환경(external environment)의 변화는 한국 사회의 변화를 가져올 뿐만 아니라, 사회집단의 기초 단위라고 할 수 있는 가족 구조 및 환경의 변화에도 영향을 미침. □ 정치와 가족 간의 관계는 간접적으로 영향을 미치는 것으로 인식되는 것이 일반적임. 이로 인해 2030년 한국의 미래사회를 예측함에 있어서 정치적 측면의 변화에 대한 논의도 많고, 가족의 변화에 대한 연구도 많지만 두 가지를 연결시킨 연구는 극히 부족한 실정임. □ 따라서 본 연구에서는 기존의 통상적 미래 가족 모습 예측에서 간과되어왔던 사회체계의 구조적 요인들, 특히 정치 분야와 통일을 중심으로 한 남북관계의 변화에 따라 미래 가족 모습이 어떻게 변화할 것인지에 대한 연구를 시도하고자 함. 2030년 미래 한국 사회를 예측함에 있어서 사회질서를 규정하는 정치적 측면의 변화와 함께, 통일이라는 국가 핵심 과제와 관련된 변화를 살펴보는 것은 매우 의미 있는 일이라고 할 있음. □ 이러한 연구는 한국 사회 변화의 예측가능성을 높여 향후 장기적 가족 정책 수립에 필요한 구조적 요인 분석 연구의 토대를 제공하게 될 것임. 2. 국내외 선행연구 동향 □ 해외의 미래연구 동향을 살펴보면 장기적인 관점에서의 순수한 미래 예측과 단기적 관점의 실용적 미래예측을 동시에 가져가는 경향을 보이며, 연구 목표에 있어서는 현 세대의 이익과 결부된 미래예측에서 미래세대의 이익과 결부된 예측으로 변화하는 추세임. □ 한국에서의 미래연구는 대부분 서구에서 개발된 방법론들을 사안과 시기에 맞게 적절히 조합하는 경향을 보임. 하지만 제시된 미래비전과 이에 바탕을 둔 정책 간의 연계성이 부족하여, 미래 연구가 국가전략으로 발전하지 못하고 있음. □ 국내외 미래연구들 중에서 정치의 변화가 가족에 영향을 미치는 영향에 대한 직접적인 연구를 찾아보기 어려운 것이 현실임. 미래 가족의 변화와 관련해서는 최근 OECD에서 발표한 The Future of Families to 2030(2012)이라는 보고서가 주목할 만함.

The current research attempts to forecast political changes in 2030 and tries to investigate their possible effects upon family relations in Korea. In doing so, issues related with the unification of the two Koreas are included as a critical uncertainty variable. First, it identifies several important political changes of the future Korean society as follows: (1) deepening participatory democracy which would entail instant responses of the political circles to the demands of the citizens; (2) strengthening roles of provincial governments and political actors which would show more intimate relationships with the provincial habitants. Second, these factors would impact upon Korea's future family characteristics by providing more care about the socially weaker peoples such multi-cultural families, women, and the elderly. At the same time, citizen groups would be strengthened to show more interest-oriented roles. As a result, the roles of the traditional family could be substituted by the social groups through intimately connected networks of day-care for the children and the elderly. Third, unification of the two Koreas, if it were to happen, would impact upon the characters of Korean family due to the following factors: (1) different perceptions about family between the two Korean peoples; (2) income gap between the peoples of the North and the South; (3) marriage between the peoples of the North and the South. As a conclusion, it is pointed out that it is necessary for us to prepare for the possible unification of the two Koreas in order to meet the future challenges which could be resulted from the extreme uncertainties to Korean society as a whole as well as to families.
