Establishing the Local Governance for Gender Mainstreaming: Focusing on Gyeongsangbuk-Do's Job Creation Projects

Ⅰ. 서 론 1. 연구의 배경 및 목적 그간 경상북도는 2005년부터 성별영향분석평가사업을 추진해 오면서 사업별로 다양한 정책개선안을 제시했지만, 이를 적용하고자 하려는 노력은 부족했던 것으로 보인다. 성 주류화 확산을 위하여 지역실정에 적합한 정책개선안을 도출하고, 이를 다양한 영역의 주체들, 즉 지역 전문가, NGO, 의회, 정책담당자 등과 공유하여 정책개선 중심의 성 주류화 적용 방안을 논의할 필요가 있다. 이에 본 연구는 경상북도 성별영향분석평가 정책개선 내용 및 과정 분석, 정책개선 성공 및 장애 요인을 탐색하여 좀 더 완성도 높은 성 주류화 정책방향을 도출하였다. 경상북도의 일자리 창출사업 중에서 지역맞춤형 일자리 창출사업과 사회적 일자리 창출사업을 중심으로 사업유형별 수혜자 분석 등 정책추진 과정을 성 인지적 관점에서 살펴보고, 다양한 주체들과의 참여를 통한 정책개선 중심의 성별영향 분석평가를 실시하였다. 경상북도 성 주류화 추진체계 매뉴얼을 지역맞춤형 일자리 창출사업과 사회적 일자리 창출사업을 중심으로 적용하여 살펴본 후 단계별 실행 가능한 정책개선 방안 마련에 그 목적을 두었다. 이를 위해 첫째, 성별영향분석평가 추진현황 및 체계, 성별영향분석평가 정책개선 유형별 사례 분석, 둘째, 경상북도 일자리 창출사업의 내용 및 운영 현황 분석, 셋째, 경상북도 성 주류화 추진체계 매뉴얼 적용에 따른 문제점 분석, 넷째, 경상북도 지역맞춤형 일자리 창출사업과 사회적 일자리 창출사업을 중심으로 정책개선 실행 매뉴얼 개발에 관한 연구를 수행하였다.

Since 2005, Gyeongsangbuk-Do has been pushing forward the Gender Impact Assessment (GIA) project while proposing various policy improvement plans in different programs. However, it seems the effort to apply them to the real policy process has been lacking. In order for the Gender Mainstreaming to spread, the suitable policy improvement plans for the region's state need to be draw, and those plans need to be shared and discussed among the various participants within the policy process. For this purpose, establishing the network of participation and collaboration by various agents needs to be promoted. Understanding these problems, this study is organized as follows; First, the study analyze the contents and process of the Gyeongsangbuk-Do GIA's policy improvement, investigate the main cause of success or failure, and draw improved gender mainstreaming policy plans. Concretely, this part examines the status and system of promoting the GIA, and the process and result of promoting the gender mainstreaming project. Second, the Gyengsangbuk-Do's job creation projects' content and status of operation chapter reviews the contents and the system of promoting the job creation project, analyzes the characteristics and the Implications of the project, and examines the GIA policy improvement within the job creation project. Especially, analysis on the examples of the current status of the gender mainstreaming governance focusing on the local and social job creating project is presented. Third, to apply the gender mainstreaming promotion system manual and seek any problem, the study analyzes the gender mainstreaming's acting agents' activities and characteristics, evaluates the status of cooperation between the job creation project's acting agents and the organizations, and gather the opinions of the acting agents. The Focus Group Interview (FGI) and the workshop was conducted on the government officers in charge, government-related organization officers, women NGO activists, and the GIA experts. Finally, Gyeongsangbuk-Do job creation project's manual for policy improvement on the gender mainstreaming was developed. This study first suggests the establishment of a velvet triangles consist of government officer, experts, and NGO to construct the gender mainstreaming governance and the expansion of the velvet triangle to carry forward the horizontal network by approaching with the 3 step processes. The first step is to build a basic frame to establish the local gender mainstreaming acting network (vertical network initiated by government), second step is to expand the number of the participants of the vertical network (expanded vertical network) and the third step is to complete the horizontal governance network (horizontal network).
